Explanation:

Local Holidays in the UK

Explanation:
The UK countries, England, Wales and Northern Ireland, are divided into counties.

However, besides the National bank holidays, they have local holidays, as you mentioned above, such as St. Patricks Day in Ireland, mainly religious holidays.

See the list below.

neutral  Martin Riordan: St. Patrick's Day in Ireland is a national holiday. Ireland is not part of the UK./ NI is still colonised by the British, but the term Ireland refers to the independent country of Ireland.

-> Northern Ireland IS part of the UK , not Southern Ireland. / I dont think so, the term refers to the UK, and the Republic of Ireland (Southern Ireland) is not part of the UK, it is independent.

local public holiday

Explanation:
True, there aren't any public holidays at local level in the UK. I would translate this as 'local public holiday' or perhaps 'municipal public holiday' - I don't use the term 'bank holiday' (although it is correct in UK English) because I don't think it's a term that travels very well outside of the UK. Depends on the context of the translation, of course. I wouldn't say 'municipal holiday' as it might sound as if only the town council workers had the day off. Well - HTH!!
