I'm not talking about a legimately adopted child or step-child, but a child that was raised by another family and is today considered to be a member of the family that brought them up.

De fato, não é boa idéia tentar isolar "de criação", porque as tentativas genéricas acabam não servindo em caso específico. Algo bem simples seria "filho de criação (de Fulano)" que seria "raised as a son (by Fulano)". Para "irmão de criação (de Beltrano)" teria que ser algo mais longo:

1. "raised (by Beltrano's parents) as a son"
2. "raised as Beltrano's brother (by his parents)"

Claro que podem ser utilizados pronomes possessivos (meu, seu, etc.), se for o caso, em lugar de "de Fulano/Beltrano". E, como sempre é o caso, se houver um texto específico (o contexto de tradução) a traduzir, haverá uma tradução mais apropriada

Please don't trash me just because the word is technically for a "whole" brother, but we do use the term siblings in a much wider context such as chimpanzees are our siblings. Just my humble suggestion

disagree  coolbrowne: No trashing, it's just plain wrong. The word "sibling" covers both brother and sister. Applying it to outside that specific family relationship is as arbitrary and/or figurative as is to use either "brother" or "sister"
