Achei um referência na folha que mostrado o termo Citizen Income sendo usado para ser referir à Renda Cidadã.

Ao mesmo tempo, esse termo (Citizen Income) é muito semelhante ao termo (Citizen's Income), que se refere à Renda Básica (Universal), a qual difere da Renda Cidadã por ser um projeto mundial com uma proposta de atender aos cidadãos dos países que a aderirem de maneira incondicional, enquanto a Renda Cidadã é um projeto brasileiro e possuí algumas condições específicas, como por exemplo, a pobreza.

Por isso também sugiro a opção Inhabitant Income. Embora não seja tão explicito, à primeira vista, que se trata de um programa para cidadãos brasileiros (presumo).
