I'm having trouble finding the actual meaning. This is in a deed and (local) title deed record (with amendments). At first I this was referring to government-owned land, but it's not making sense for my text. Here is an example:

"(...) [the heirs and administrator] declaram que, salvo o aforamento em favor do Domínio da União, que recai sobre o imóvel localizado em Angra dos Reis, os imóveis ora partilhados se encontram livres e desembaraçados de quaisquer ônus, dívidas, tri-butosrtle" “quaisquer naturezas e débito condominial, foro ou pensão, e que não existem feitos ajuizados fundados em ações reais ou pessoais reipersecutórias que afetem os bens e direitos partilhados."
