Relates to air transportation. I can see what it means in Portuguese, but no idea how to convey the same idea in English - that the carried is responsible for safely transporting the passengers to their destination...

Explanation:
Em contratos, geralmente, chamamos as "cláusulas" de "section". Quando falamos de cláusula de maneira genérica podemos usar o termo "provision".

Não há muito contexto na pergunta. Entendo que a incolumidade se trate da segurança dos passageiros. No sentido de zelar pela integridade física deles. O dicionário do Marcílio Moreira de Castro também aponta nessa direção.

Ah, aqui está um link que corrobora a minha sugestão:

"Cláusula de incolumidade
Esta cláusula determina que a obrigação do transportador é de finalização, de resultado esperado, e não simplesmente de meio; garante aos passageiros que o transportador tem o dever de zelar para que o percurso da viagem esteja livre de perigos"
