Que désigne le dernier mot "Estados". Les Etats-Unis? les Etats fédérés brésiliens?
Je comprendrais la phrase s'il n'y avait ce dernier "aos Estados". Est-ce mot en trop dans le texte?

Traduction : "...partout, on réserve aujourd’hui à l’Etat le rôle essentiel dans la résolution de la crise (née aux Etats-Unis?)
