I am unclear what is "mandatory" (or "binding") here, and whether "și legalizarea" is referring to the same. i.e. what is this phrase making reference to?

it is mandatory to legitimize [the continued use of the products]
Explanation:
It's referring to the fact that if you are using 'illegal' software, if you want to continue using it, you must 'legitimize' it by buying and/or obtaining a license.
