'Подоснова', это чертеж "синька" с геодезической съемки участка строительства, а точнее участка проектирования. Ее архитекторы получают уже в готовом виде, переносят (экспортируют) в цифровой формат, и затем только по ней начинают наносить "сетку" или "разбивку".

I know of the "term" in question, not a "S/W program" in question.

Streactly speaking 'подоснова', just as 'синька' or 'ситуация' are not valid terms in the first place, but professional jargon words. Therefore, no formal definitions can be found in specialized dictionaries. Otherwise, this question would have never appeared here.

I believe that архитектурная подоснова contains the basic elements of the floor, which are the dimensions and the locations of doors, windows, the stairs, and interior and exterior walls. The NanoCad program is then used to add the electrical, plumbing, heating, etc., components.

I believe that the program overlays electrical, plumbing, telephone (оборудование), etc., details on the architectural underlay of the floor, hence architectural underlay would be an even better option.
