Goats is a general term used for a biological subfamily Caprinae, which includes both goats and sheep. In Russian "мелкий рогатый скот" refers to farm animals that belongs to this biological subfamily. Both goats and sheep belong to the same biological genus Ovis.

Explanation:
We don't really use this distinction in English, so I would probably just translate the Russian. Goats and Cattle is good, but Sheep are also horned livestock. Pigs do not have horns. Livestock are all animals, including bunnies.... who certainly don't have horns...
