In absence of an equivalent English term, one may attempt a descriptive form such as downgrading, subtractive, or reductive key performance indicator (KPI) (since they subtract from the overall KPI). Lowering and diminishing may also work. Is there a повышающий КПЭ?

I can tell you that in English business parlance, four types of indicators are normally discussed: qualitative, quantitative, leading and lagging. Like I said, this seems to be a totally different dichotomy.

and all this stuff is but an extra twist the pseudoscience-loving Russians put on the issue. The original dichotomy in English seems to be based on the actual menu of such indicators available and in common use (i.e. WHAT these indicators are) while the Russian classification you are facing seems to attempt to group them based on their different nature or qualities (i.e. of what "flavor" they are). Why anyone interested in practical application of these KPIs would want to do that is totally beyond me.
