Valeri Serikov: Though, I wanted to offer this answer, but checked it on Google, only a few links. Jack, do they really say it like that in English? Maybe, it's a calque?

-> mybe "irreducible minimum one-and-ahalf month stock"? Calque is not in my Oxford English Dictionary but I found it in a French-English one, meaning tracing, imitation, close copy. I don't understand what you mean by it.

-> Thank you. Your version conveys the same meaning. But "irreducible" seems OK in legal language. I suppose "1.5 month" does too, though I prefer to avoid it myself.
