Не доставляют письма в налоговые.

This is a survey respondent talking about DHL......the answer makes no sense to me. Why would DHL NOT deliver letters/correspondence/documentation to a particular agent / person / authority? At first I thought налоговые might mean Tax office here......but I'm not sure it doubles up as both an adjective and a noun, it's an adjective only, surely.
