agree  Frank Szmulowicz, Ph. D.: This is the proper order. Also, "on a qualitatively new level."//a quantitative level would have to be measurable somehow; qualitatively is a subjective judgement.

  -> Thanks. That's true, about the preposition. Important is to keep "new," though "high" is the typical adj w "level," "standards," because "qualitatively higher" doesn't work. But it occurs: "...their standards are quantitatively and qualitatively higher."

agree  David Knowles: I'm tempted by your "from a new perspective", but it's perhaps too far from the original! On the other hand "qualitative level" is an awkward combination as Rachel has pointed out.
