strengthening the underpinnings of the [institute's] scientific prowess Explanation: Instead of strengthening, you could choose "reinforcing" or "improving" or "building up." For me the choice might depend on how many times укрепление, улучшение, повышение are sprinkled through the text. I think it fits better in English than "potential," which in my view is used too often as a lazy translation of "потенциал". And it's more in the direction of strength/excellence/success/accomplishments or the ability to achieve them, than "capacity" would be.
