What I am thinking is here research is not meant, most probably it is academic. (science also might be, but I don't think)
So more correct is:
to strengthen the Institute's Academic capacity (excellence)

I would add, in light of your note on Boris's comment, that "prowess" is not necessarily braggadocio, though it can be. I think it fits better in English than "potential," which in my view is used too often as a lazy translation of "потенциал". And it's more in the direction of strength/excellence/success/accomplishments or the ability to achieve them, than "capacity" would be.

agree  Boris Shapiro: 'Prowess' looks suitably self-important. This seems to be a piece of bureaucratic self-marketing, so, most probably, nothing specific and tangible like 'research capacity' is meant.
