Sorry, mazari-i-sharif is missing:
Construction of a looping 2,000-km network, i.e."Ring Road," connecting Afganistan's major population centers - Kabul, Kandahar, Herat and Mazar-i-Sharif, having the "central artery" or ring network in Mazar-i-Sharif is of pivotal importance

Here the term "looping" should be: it is a railway term:
Construction of a looping 2,000-km network connecting Afganistan's major population centers - Kabul, Kandahar, Herat and Mazar-i-Sharif is of great importance.

No need for "having the "central artery" or ring network in Mazar-i-Sharif"

disagree  Boris Shapiro: What a load of creative writing. How can you have a 'ring network' (which is, just so you know, a type of IT architecture) *in* a station?

-> it can be used figuratively. The answer is the ring. It is a looping network, everything is clearly explained above.

disagree  The Misha: A load indeed. Now all you need is the lord of that ring. Hehe.

-> Thanks, there is the term "looping", you can't create one.

Explanation:
...building a rail line from Mazar-i-Sharif to X, Y, Z, and back to Mazar-i-Sharif.

TWIMC: закольцевать means having the line end at the same station where it begins. Thus, describing a line as running from A to B and back to A needs no additional clarification whatsoever to convey the idea.

disagree  Turdimurod Rakhmanov: где закольцевать? it means "looping" in railway terminology. They wouldn't use "закольцевать на" if the author didn't mean "looping"

-> Yeah, sure. Like a passing loop. Or a balloon loop. Hint: it has zero relevance to what the OP asked.
