Cette variante qui n'est pas très "neutre" est donnée pour expliquer le caractère de ce système: presque la totalité des promus était affectée par la direction de toute école supérieure ou "secondaire technique" à des postes à n'importe quelle région du pays pour un délai obligatoire, habituellement de trois ans, par une procédure de répartition forcée des promus entre les organisations ayant présenté leurs demandes de "jeunes spécialistes". Avec un système d'exceptions, de privilèges etc.
