I do not understand what is meant by "cancelables" in the following sentence:

El Fiscal, interesa la apertura del Juicio Oral contra xxx, mayor de edad y sin antecendentes penales, cancelables y no computables a efectos de esta causa ...

Does it refer to "antecedentes penales"...? It sounds so strange with "sin" in front of "antecedentes"...
