This is a text about a Mexican project for the Lima Biennial of 2002:
Aún así, esa energía retórica estaba acompañada de una determinada incertidumbre sobre los recursos disponibles. En principio, la Bienal de Lima dependería de la solidaridad de los curadores invitados, sin tener una representación oficial ni recursos económicos claros.

Does that mean government backing?? "representacion" is often used to refer to the participation/exhibition of each country...does it mean here that Mexico's Foreign Office would not support the project? Still, the lack of resources seems to be on the Peruvian end...

Finally, I considered to what degree the legibility of the city of Lima as a site was blurred by the political transition after the fall of the regime of Alberto Fujimori’s (1992-2000), whose collapse occurred duringthe Biennial’s six-year run and whose crimes—corruption and human rights abuses—were still legally unaccounted for at the time of the event.

In this article, however, I posit that the organizers’ and invited international artists’ distinct interests and their divergent understandings and conceptualizations of a site were the key factors that contributed to the Biennial’s insufficiency. Yet, the failure of the Lima Biennial is widely equated with the project’s dissolution. Due to the change of political winds, the municipal support of the exhibition was withdrawn because the new mayor Luis Lossio,elected in 2003, was ostensibly disinterested in—or even hostile to—cultural policy.

Otherwise, it might seem that with the soundfunding and policy support, the project wouldhave been failure-proof.

It appears to have been a political issue. The mayor wasn't interested in supporting the event.

neutral  Pablo Waldman: Apparently, the 2002 Biennale did have official support, but the text our colleague is asking about might refer to a point in time when such support wasn't sure. Anyway, "official/government support" seems to me as the correct translation.
