Can anyone explain what "plantas apagadas" are in this context? It's from Guatemala

las mujeres jóvenes embarazadas no les gusta llevar un tratamiento de plantas ya que muchas veces son plantas apagadas, otras hervidas etc.

Explanation:
Since "apagado" is modifying "té" in patinba's examples, I'm wondering of "apagadas" refers to some quality of the plant that is common to those used for making teas. It seems to me that 'dried up' might be more appropriate in your context.
