State-run school (OR educational establishment)
Explanation:
I agree with Matt in discussion box that "school" is probably all that's required since this expansion for 3 to 6 year-olds is to an existing educational establishment or "centre" = school

It seems clear that there is at least 1 other level of education here as well "colegio pre-existente"

I assume the target audience is UK where kids usually start primary in September of the year they turn/will turn 5 so age 3-6 would imply both pre-school AND primary and that would most simply be put as "early childhood education" (as in your previous question of colegio infantíl)

disagree  Helen Unger Clark (X): Given the additional context supplied by Mónica, it doesn't sound like it's just an infant school. If it's a CEIP it's a Colegio de Educación Infantil y Primaria. (Both Pre- and Primary school in one building, as her context leads me to believe.)

public preschool

Explanation:
Similar to the Head Start program (US), government funded "pre-kinder" programs are a fairly recent development, so the language is still fresh. However, some left-leaning states in the US have started adopting "public preschool" and no doubt hope it catches on.

I suppose that "public school" is perfectly adequate, but what bureaucracy can resist more labels, amiright?

disagree  Helen Unger Clark (X): With all due respect, I disagree with translating it just as a "preschool". The additional context given by Mónica ("desplegado tangente al colegio pre-existente") leads me to believe it's both a pre-primary and primary school. (Source: Eurydice - above)

  -> That's a valid point. However, "preschool" is a whole, different department/program than "K-12," that is why states like Main and California have adopted this reference, even when housed in the same building.
