Many uses of "ordenador" as an adjective, not just here but references to the capacidad ordenadora, función ordenadora, etc.

Somehow, "ordering" just does not sound right

it relating to official activities, if it were not official I would use
some rather radical words related to control....

Explanation:
You - or Ewe: see the first example sentence - know that this is another weasel-word. 'Authoris/zing office etc,' isn't very congruous in the context, but ordonnateur in FRE also has that as a routine translation.

Note that, in the USA, a marshal like an 'air marshal' has a policing function and- in the UK - a marshal means a law student or legal trainee clerking often for a Civil High, Appeal or Criminal Crown judge and 'marshalling' the latter's papers, plus doing case and other research.
