Explanation:
That seems to be the meaning here, though more context would help.

within the establishment

Explanation:
It describes food and drink consumption in a place where visitors may receive a promotional or commercial invitation to a buffet or banquet. The context states 'explotación' (exploitation, functioning or development) which could be the visitors' exploitation of their invitations to food and drink.

on site

Explanation:
"Explotación" often means "farm" in the areas I work in. However, since we don't know the specific type of premises in question, "on site" could work as a generic expression.
A search for "consumption of food or drink on site" throws up some references:

NB: I'm surprised to see "explotación" used to refer to premises, as I mostly see it used to refer to farms/farming operations in Spain.

Example sentence(s):
  • ...providing takeaway and delivery services and not allowing consumption of food or drink on site
  • ... no consumption of food or drink on site, all food is take home to eat,..

Notes to answerer
Asker: Hi Neilmac, thanks for your reply but I closed the question quite soon after posting it as I reached a bit of text which explained that it is referring to premises, not the activity. Cheers

Asker: Thanks again Neilmac. So far, there is no mention of the type of business activity, but I still have 25k words to go. Will let you know if any clarification comes up. Cheers
