This is a discussion regarding SEO - I am confused about what they mean with this phrase. Are they saying that Page Rank rating is not just technology for evaluating content??? or that the Rank is not based only on the sites technology and content??? or??? I think my confusion stems from the "y de" between técnica and contenido.

Here is the entire context:

Asker: That was my first reaction as well. But then why doesn't the "de" come before técnica? It's really just that that is confusing me.

I was going to answer your question about the "de", explaining that there is no adjective form for "contenido" in Spanish.
However, that brings me to the fact that "técnica" is NOT the adjective from "tecnología" (which would be "tecnológica"...
So, either the original text is not so great (which seems obvious) and the author should have used "tecnológica" --my opinion-- or it means the rating is technical (done technically) and based on content.

In the 2nd case, you could say:
...IS NOT JUST/SOLELY TECHNICAL AND BASED ON CONTENT...
or
is not just content-based and technical...

Asker: Yes, you are targeting that area I was finding so confusing. And I do think that there are problems with the original and the "de" as it relates to content has to do with the rating of the content. And the word tecnica as opposed to technologica made me think they might have meant the technical methodology used to rate the content. BUT, in the end I think you are both right and it is talking about rating both the technology and the content of the site being evaluated. Whew!

agree  Charles Davis: I agree with your last suggestion: "técnica" surely means "technical". I can't understand why everyone's talking about technology. It's about evaluating web pages from a technical point of view (how they are programmed), as well as their content.
