I would like to suggest "avail himself of," but it leads to the nasty problem of gender-specific language.

I believe this is a strong statement to the effect that there is an obligation to do more than just the obvious basics. The person in charge of emergency technology needs to seek out every possible means of providing aid in case of an emergency.
