Notifications related to marketing (or whatever) are typically "pushed" from a company's server, and "pulled" from a user's device. I've also seen "push" used for both the server and user ends, i.e., notifications are either "pushed" from a server to a user's device, or "pushed" from a user's device to a server, but in this case you would have to specify "outgoing/incoming push notifications" or something similar. You could also say "push/pull notifications based on geolocation", but in my experience "geo-based" is the most commonly used term in English these days for the simple reason that it's faster to say.
