"Open" sign Explanation: I think this must go to the basic meaning of "cartel", which is a sign or poster. Many hits on the Internet for "cartel abierto", mostly for "Cartel abierto/cerrado" - signs for sale for shops, with "abierto" on one side & "cerrado" on the other. Here, I think there is a metaphorical "Open" sign on the evaluation; all criteria are considered equally; everyone can give their opinion; no one is excluded. -------------------------------------------------- Note added at 2 hrs (2018-05-20 21:55:06 GMT) -------------------------------------------------- Hi, Beta, If, as you say, this is an Employee Survey, I'm not sure what "open bid" would mean in this context.
