It could well be a typo, as Phil says, particularly as the context is a "licitación", but it's only used once in that document as far as I can tell.
Another possibility is that it's not a typo and that it's referring to an "appellant", as "ocurrente" (from "ocurso") is a synonym of "recurrente" (from "recurso").

Rich: Yes, Adrian's suggestion of "applicant" made me dig a bit deeper. I've just found other examples online of Chilean documents where it appears to mean "petitioner" or "applicant" rather than "appellant":

"En este sentido, el hecho de haberse producido, en la situación planteada en la consulta, un aumento de causas que requieren defensa penal, que sobrepasó las proyecciones sobre cuya base fueron celebrados los contratos respectivos, se traduce en un mayor número de casos en que será necesaria la prestación de tales servicios, ante lo cual la modificación que plantea la ocurrente, tal como ella lo señala, tiende a garantizar que habrá defensores públicos suficientes para que todos los imputados que lleguen a las salas respectivas para controles de detención o, mediando citación, para audiencias prefijadas, puedan acceder a este servicio."

Asker: The link to "ocurso" is a good possibility, Rob. May tweak it to requesting party/petitioner as the "oficio" is in response to "quien solicita un pronunciamiento sobre diversas consultas".

  -> Thanks, Adrian. Yes, I should have mentioned West, that's where I originally got it from. Mexican "ocursos" are broader in meaning (i.e. petition, motion) and they're brought by an "ocursante". It may well be that this is meant as "applicant" too.
