Spanish term or phrase: previo
In this paper by a team of Argentine economists on the effects of tax policy on sales of sugary drinks, the word "previo" seems to be used as a noun, not an adjective.

El impuesto selectivo que alcanza a esos productos lleva el nombre de «impuestos internos». Es un impuesto monofásico al nivel del fabricante que aplica sobre el precio de salida de fábrica , no incluyendo IVA, pero sí incluyendo el propio impuesto. Como aplica a la salida de fábrica, su magnitud sobre el previo de venta al público dependerá del peso de la distribución y comercialización minorista sobre el precio final.

Explanation:
According to RAE, the only category previo has is as an adjective, not a noun. A Google search for “previo de venta al público” brings up results for what is clearly “precio de venta al público”, hence I’m prone to think there’s a typo (v and c are next to each other in the keyboard).
