Spanish term or phrase: Alta planeación
En México, parece estar en auge ofrecer "alta planeación" financiera, fiscal, jurídica o de empresas en general.

Me imagino que es copiado de "alta cocina" o "alta costura", pero en el sentido de planeación obivamente no sería "haute" y no se me ocurre otra cosa que "in-depth" o "strategic", y esta última ya se usa así que no hay como diferenciarla.

¿Ideas?

I think you're on the right track with "strategic planning", because it relates to the highest level of planning but I believe "top-level planning" is good alternative.

Top-level planning decisions of an organization are examined in the framework of Cyert and March's A Behavioral Theory of the Firm. Six decisions are studied and analyzed in the Cyert-March framework, and some concepts from the behavioral theory of the firm are revised in the light of the results obtained.
