neutral  Robert Carter: Very good references, I'd never heard this term before either, and I've been translating it for a long time. It does seem to be how many "maquila" brokers translate the term, but on researching more, this appears to be a specific type of "maquila".

Explanation:
I've long been translating "maquila" as "in-bond manufacturing," after the Becerra legal dictionary definition, but I'm finding that term less convincing these days, because I believe the sense of the term is somewhat broader than simply "in-bond manufacturing." It also encompasses "shelter production" and "contract manufacturing," and not only involves the duty-free import of materials and re-export of the subsequently manufactured goods, but also duty-free exporting of goods produced partly or entirely in Mexico, and even to non-manufacturing processes, such as packaging and non-industrial services.

Here is how Bancomext (Mexico's export development bank) defines the maquila program:
A maquila program entitles the company, first, to foreign investment participation in the capital -- and in management -- of up to 100% without need of any special authorization; second, it entitles the company to special customs treatment, allowing duty free temporary import of machinery, equipment, parts and materials, and administrative equipment such as computers, and communications devices, subject only to posting a bond guaranteeing that such goods will not remain in Mexico permanently.

Ordinarily, all of a maquiladora's products are exported, either directly, or indirectly, through sale to another maquiladora or exporter. The type of production may be the simple assembly of temporarily imported parts; the manufacture from start to finish of a product using materials from various countries, including Mexico; or any conceivable combination of the various phases involved in manufacturing, or even non-industrial operations, such as data-processing, packaging, and sorting coupons.

Given that, I think the term that best describes it is "offshoring," although it is often meant specifically as "production offshoring." The Wikipedia article on production offshoring also has "physical restructuring" as a synonym, but while it is indeed synonymous, it seems to me that it can only be employed when talking about the company that is sending the production offshore, not the one receiving the production order.

Offshoring can be seen in the context of either production offshoring or services offshoring. After its accession to the World Trade Organization (WTO) in 2001, the People's Republic of China emerged as a prominent destination for production offshoring. Another focus area has been the software industry as part of global software development and developing global information systems. After technical progress in telecommunications improved the possibilities of trade in services, India became one prominent destination for such offshoring, though many parts of the world are now emerging as offshore destinations.

Production offshoring, also known as physical restructuring, of established products involves relocation of physical manufacturing processes to a lower-cost destination. Examples of production offshoring include the manufacture of electronic components in Costa Rica, production of apparel, toys, and consumer goods in China, Vietnam etc.

As an aside, the question of whether this is "outsourced manufacturing" or "shelter manufacturing" has also been raised here, but outsourcing and shelter manufacturing are simply methods of "offshoring". What's more, outsourcing doesn't even necessarily involve offshoring, as it can be done within the same country. Here's how the same Wikipedia entry differentiates the terms:

Offshoring is sometimes contrasted with outsourcing or offshore outsourcing. Outsourcing is the movement of internal business processes to an external organizational unit. Outsourcing refers to the process by which an organization gives part of its work to another firm / organization [...] However, subcontracting in the same country would be outsourcing, but not offshoring. A company moving an internal business unit from one country to another would be offshoring or physical restructuring, but not outsourcing. A company subcontracting a business unit to a different company in another country would be both outsourcing and offshoring.
