Esta variabilidad está modulada a lo largo del ciclo anual, observándose corrientes, y vientos, más intensos durante el Otoño e Invierno y más débiles durante el verano.

I don't have a clue what your sentence means, but the Spanish seems pretty clear to me that your second choice would be the correct one

agree  philgoddard: You should have got some points here, and the answer chosen by the asker doesn't make sense. I was going to suggest "reaches maximum energy with each synoptic-scale weather system, every two to ten days".

Explanation:
I know this is close to Albion's proposed answer. However, there were a couple of things about it that didn't quite sound right to me.
A longer chunk of the ST, say "con un máximo de energía en la frecuencia de la escala sinóptica del tiempo meteorológico, entre 2 y 10 días" I would translate as something like: "with maximum energy at the synoptic weather scale, from 2 to 10 days."
