Spanish term or phrase: suelo de acogida
Cualquier desocupación debe estar asistida. Separando delincuencia, pobreza y enfermedad. Cualquier desalojo debe sincronizarse con la habilitación de suelo de acogida en un entorno muy próximo y con fórmulas imaginativas para que sus inquilinos paguen por ellas: por ejemplo, autoconstrucción programada o mini-viviendas que podrán crecer a medida que el ahorro sea posible.

Es posible que, una vez superada la recesión económica, la nación ibérica recupere su atractivo como suelo de acogida.

Todas las costumbres de Europa se fueron haciendo sitio en suelo de acogida.

a place where resettlers/(migrants) are welcome

Explanation:
This solution needs a term that is not emotionally charged like 'migrants', so I picked "resettlers." The word is widely used but still doesn't appear in the dictionary,. Surely it's only a matter of time because everyone is trying to avoid 'migrants'.

(what is a) welcoming haven

Explanation:
Though the original meaning of haven is a port or harbour (and prison in Viennese dialect), haven straddles - on earth - land, mountain areas and the sea.

NB the (British) English technique or (legal drafting) trick of introducing a filler, like what is or what boils or comes down to - to make the translation, arguably, more stylistically balanced:

habilitación de suelo de acogida: setting up of - what is - a....
atractivo como suelo de acogida: attractiveness as - what is - a....
en suelo de acogida: in - what is - a .....
