Hola,
En la siguiente frase no sé muy bien como traducir "en activo".

"Éste (un comité) estará siempre operativo y sus obligaciones y cometidos estarán vigentes y en activo durante todo el tiempo"

Yo entiendo "en activo" = vigentes ... "en vigueur"

"Celui-ci sera(est) toujours opérationnel et ses obligations et missions seront(sont) en vigueur et en activité en tout temps".

Por otra parte no sé si es mejor ponerlo al presente al tratarse de un Reglamento.
