Aviso de Publicación Previa (Prior Indicative Notice o “PIN”)
El PIN es un mecanismo de alerta temprana con el propósito de informar a los oferentes sobre las licitaciones que se llevarán a cabo. Generalmente, este tipo de anuncio es más efectivo cuando se hace al inicio del año o con anticipación al inicio de cualquier proceso de compra (como el inicio de la fase de factibilidad de un proyecto), ya que deben transcurrir al menos 52 días entre el PIN y el comienzo de una licitación. La notificación informa las características esenciales generales del contrato a ser suscrito en los próximos 12 meses.
