Swedish term or phrase: Etablering
This is for a kommun's English language website. It's the business section, talking about attracting new businesses to the area and the help the kommun offfers in 'establishment' process.

I find it a very blunt term. I think it generally means 'setting up a business', which is how I usually translate it.

But when someone's job title is, "Näringslivsutvecklare, etablering" that makes it a little more tricky. How to translate it pithily?

Any ideas? I'm a bit stuck.

Explanation:
Possibly just pluralis/ze set-up as would be widely understood.

Business launch Googles oft as a 'business lunch'.

NB the UK textbook term of 'company promotion' doesn't work for a partnership whereas IMO, formation works for both.
