neither, nor IMO and as opposed to : med ändring av> as > amending..... , though I agree with the weblink answer of 'amending' for 'med tillägg till' in court pleadings or submissions where amendments are often/times an addition rather than a subtraction.

Perhaps this is more of a legal question than construction or civil engineering, one of my modern languages teachers at school in the South of England telling certain pupils - query: future translators - to keep a 'civil tongue in their heads'.

This is not really a translation issue, but a question of conventional expression of variation from the standard provisions for contractor agreements in ABT (Allmänna bestämmelser för totalentreprenad).
One example found in a contract was "Med tillägg till ABT 06, kap 1, § 12, är entreprenören skyldig att ..."

That is... any change to a contract is an amendment whether you're adding terms or changing them. Here, you are changing standard contract terms in a suggested form as issued by a central organization.
