municipal provider Explanation: Here's a good one ... this talks about your your question by saying on page 46, "Internal purchaser/provider (also called client/contractor) relationships..." internal provider Explanation: This has been suggested as an option by Deane, but I am going firm on it for this context, as (in UK at least) 'contractor' is generally applied to outside commercial providers and sounds wrong here, whereas if the work is done in-house by council (municipal) employees, we use 'internal or in-house providers/staff'. The NHS makes much use of 'Internal and external providers'. Further, although 'kommunal" is often translated as 'municipal' this adjective (and its noun) is rarely used in UK, people prefer '(Local) council'.
