Exceptional grounds for Explanation: Hello I'm pretty sure this is what it means but there are a lot of ways to say this of course. prerequisite, exceptional Explanation: As discussed, I think part of the difficulty here is grammatical. "rekvisit" can mean prerequisite and "synnerliga" can mean exceptional. Putting those together I can think that the translation should be something along the lines of "For exceptional reasons that are not part of the normal prerequisites for obtaining a permit, there must be aggravating and unusual situations that would allow the granting of a residential permit." But I might be wrong :-) |
