Rörelse is often used for the general activity of carrying on a business, as in rörelsekapital - working capital, etc.
Stålrörelsen - the steel business;
Stålaktiviteter - steel interests;
Stålverk - steel works.
That's what I would suggest.

A general tip, see if the word is a compound and look up the parts individually. If the compound doesn't have any specific meaning beyond the parts it is constituted of, you're not likely to find it in any dictionary. You have to look up the parts and get the compound meaning by that. "stål" is rather straightforward, just means "steel", so it's simply a matter of clarifying what different alternatives might be applicable of "rörelse". In the examples "vars stålrörelse" and "sin brasilianska stålrörelse", "rörelse" basically menas "enterprise".
(as i said "steel movement" needs to be adjusted according to bigger context)

I wondered about this but I found too many entries on the Internet where this would not work IMHO like:

Släkten Stenbeck var år 1963, via i första hand Investment AB Kinnevik, största ägare i Korsnäs-Marma och Sandvik. Är 1978 blev Kinnevik största ägare i Fagersta, vars stålrörelse år 1984 såldes till Avesta Jernverk och Sandvik.

or

ThyssenKrupp gör sig av sin brasilianska stålrörelse

Therefore, I guess its an investment or business but what exactly is the difference then between stålrörelser and stålaktiviteter or stålverk ???
