I'm making this suggestion to give you a choice as I'm not sure that the engineer is actually 'on duty' (present on the site)

In view of the context, he could be 'on call' (available on the phone and can come to work at short notice in an emergency)

  -> The text quoted is not in the question and doctors on call often sleep in the hospital. (they are not on service). The suggestion is still ok in my opinion. It all depends on how they have organised things.

I hope you found this doc -- http://www.stralsakerhetsmyndigheten.se/Global/Publikationer... -- where the VHI sounds like a pretty senior person.

Fits with this suggestion (offered at this late stage). Have also found reference to 'reactor engineer'. Though I must agree this is an engineer who is definity on duty and in charge. In the navy, the term is engineering officer on watch, if you're interested...

Some ideas to spin if you're still working on it.
