This is not the sentence I'm translating which has little context but another one which is more illustrative of the same word

***Insatskoncept*** med parallell tunnel respektive ***insatskoncept*** med flera separata schakt har jämförts systematiskt och värderats.

I get the idea that "insats" is an investment, effort made, equipment allocated but is concept then just a "conceptual plan"?

What might this then be in English?
