Presently, I have no phrase and rather a "descriptive" translation;

dual carriageway with a shared middle lane for overtaking in both directions

but even that does not quite encompass it.

Is there a phrase for this type of road in English?

I think the description in your question is not quite corrrect. The middle lane is not shared for overtaking in either direction, instead each direction alternates between one and two lanes i.e. there is always a total of three lanes.

agree  Adrian MM.: https://en.wikipedia.org/wiki/Two-lane_expressway // The (British) asker does not specify what English variety is being called for, but the US three-lane express-, free- or highway seems to work better than the Anglocentric 'Dual Carriageway'.
