First of all, how can a moustache be shaped like an almond? Secondly, what has having a funny-shaped moustache got to do with applying pressure on civil servants?

Explanation:
There are two different "badem bıyık"s to be precise. One is the hitler moustache the other is the one özdem arıkan provided. They are both correct.

The sentence is probably referring to the Erbakan's moustache. This moustache was popular in political islamic circles for a short period of time. It is also ironic, as badem bıyık was found almost exclusively in white collar environments, when it was first introduced in Turkey.

my suggestion would be to use "mouthbrow" which is the name for that moustache style, and add a translator's note.

I couldn't find any other reference, but according to Ekşi Sözlük, the reason it's called "badem bıyık" is that in old times, men used to burn the tip of an almond and dyed their moustaches with it to give them a more prominent outline. (Or, maybe they drew a moustache on the face with an almond - exactly like the makeup fashion of the 70s when women plucked all their eyebrow hair and then drew an eyebrow with an eye pencil :-)
