The Debt Portfolio Manager is a state-of-the-art analytical tool for performing comprehensive public debt and fiscal sustainability analysis. It is intended, primarily, to be used by countries that are not experiencing severe debt problems and who have access to the capital markets. For the countries who are experiencing severe debt problems and who do not have access to the capital markets, the Debt Strategy Analyst module of the Debt-Pro software might be more suitable. The key objective of the Debt Portfolio Manager is to help design, and test, appropriate debt management strategies and fiscal policies that ensure sustainability of debt for the short and medium-term and minimize the risks for a fiscal crisis.
In addition, the Debt Portfolio Manager can be used for measuring the levels of various external and domestic risks associated with a given debt portfolio. These include the risks associated with interest and exchange rates, as well as, primary commodity prices. The model can also assist in optimizing the future composition of a debt portfolio based on various loan ranking and clustering schemes. These schemes take into account a country's own unique circumstances and targeted achievement objectives.
Finally, the Portfolio Manager offers extensive functionality for capturing and measuring the levels of the contingent debt liabilities of a central government and, when applicable, analyzing the net impacts of various on-lending activities undertaken by a central government on the overall debt and fiscal sustainability of the country.

Linux (pronounced Lih-nucks) is a Unix operating system clone which runs on a variety of platforms, especially personal computers with Intel 80386 or better processors. It was created as a hobby by Linus Torvalds, a student at the University of Helsinki in Finland. Linux developed out of his interest in Minix, a small Unix system. Torvalds wanted to develop a system that exceeded the Minix standards. He began his work in 1991 when he released version 0.02 and worked steadily until 1994 when version 1.0 of the Linux Kernel was released.
What makes Linux so different from other operating systems is that it is a free implementation of Unix. Linux is written and distributed under the GNU General Public Licence which means that its source code is freely-distributed and available to the general public.
