Source text - English SAFEGUARDING MEMORANDUM
This Safeguarding Memorandum covers the safeguarding requirements for the Condensate Storage Unit (Unit 33).
This document serves as an aid for readily recognizing when modifications or extensions to the original design could inadvertently defeat process safeguarding. It shall be updated when plant modifications are made, as an integral part of the plant change procedure.
This memorandum and related Process Safeguarding Flow Scheme have been prepared using DEP 01.00.02.12 Gen. “Preparation of Safeguarding Memoranda and Process Safeguarding Flow Schemes” dated August 1994.
This document does not cover safeguards by instruments installed for equipment protection (e.g. compressors and pumps), unless an uncontrolled loss of containment would result from the failure of those instruments.
This revision of the Safeguarding Memorandum and the corresponding revision of the PSFS are based on the PEFS as listed below. The modifications to this system, required by the temporary diesel bunkering facility, have not been included.
DEFINITIONS
The following definitions shall apply in the context of Safeguarding Memoranda (SM) and Process Safeguarding Flow Schemes (PSFS).
Capacity determining components are elements that can by inadvertent fully opening, closure or failure lead to relief flows exceeding 25% of the design capacity of the particular relief device.
Examples: A control valve and/or its bypass between a high-pressure system and a low-pressure system when it fails open: a capacity reducing restriction.
Hazard is a physical situation with a potential for human injury, loss of equipment, loss of production, or environmental pollution.
Instrumented protective function is a function composed of one or more initiators, an instrumented protective system and one or more actuators, for the purpose of preventing hazards.
Instrumented protective system is the (electrical and/or electronic and/or programmable electronic) logic solver component of the instrumented protective function.
Mitigating systems are systems or elements that are specifically included in the design to limit the consequences of an uncontrolled loss of containment.
Example: A remotely operated valve in the suction line of a pump.
Penultimate safeguards are instrumented protective functions that provide the penultimate level of protection against uncontrolled loss of containment.
Examples: instrumented protective functions such as PZA, FZA, LZA and TZA.
Safeguarding is protection against uncontrolled loss of containment.
Ultimate safeguards are systems or elements that serve as the ultimate level of protection against uncontrolled loss of containment.
Examples: relief devices, certain instrumented protective functions, e.g. TZA protection against runaway reactions or overfiring.
Uncontrolled loss of containment occurs when process variables (usually pressure or temperature) exceed design limits to such an extent that process equipment fails to contain the process materials. Uncontrolled loss of containment may be due to ruptures, failures of seals, gaskets, welds, etc.
NOTE: flaring, depressuring and venting are considered to be controlled loss of containment.

В данной служебной записке по мерам безопасности рассмотрены требования к обеспечению безопасности для резервуара конденсата (установка 33).
Данный документ предназначен для облегчения распознавания тех модификаций или расширений исходной конструкции, которые могут привести к непреднамеренному ухудшению безопасности техпроцесса. После внесения изменений в конструкцию технологического комплекса этот документ надлежит пересматривать в рамках процедуры изменения комплекса.
Настоящая служебная записка и соответствующая блок-схема безопасности техпроцесса подготовлены с использованием внутренних стандартов проектирования 01.00.02.12 Gen. «Подготовка служебной записки по мерам безопасности и блок схем безопасности техпроцесса» от августа 1994 г.
В данном документе не рассматривается обеспечение безопасности с использованием КИП, установленных для защиты оборудования (например, компрессоров и насосов), если неисправность этих КИП не приводит к неконтролируемому нарушению изоляции углеводородов.
Настоящая редакция Служебной записки по мерам безопасности и соответствующая редакция Блок-схемы безопасности техпроцесса (PSFS) выпущены на основании Технологических блок-схем техпроцесса (PEFS), указанных ниже. Изменения в этой системе, вызванные введением временного узла закачки дизтоплива, не включены в данный документ.
ОПРЕДЕЛЕНИЯ
В рамках служебной записки по мерам безопасности (SM) и блок-схем безопасности техпроцесса (PSFS) справедливы следующие определения.
Узлы, определяющие пропускную способность, - это элементы, которые при случайном полном открытии, закрытии или неисправности могут вызвать потоки сбрасываемых веществ, превышающие 25% от расчетной пропускной способности данного конкретного предохранительного устройства.
Примеры: Регулирующий клапан и/или канал его обхода между системой высокого давления и системой низкого давления при невозможности его открытия: ограничение, снижающее пропускную способность.
Опасность – это физическая ситуация, при которой возможен травматизм, выход из строя оборудования, потери продукции или загрязнение окружающей среды.
Функция защиты с использованием КИП – это функция, обеспечиваемая одним или более датчиком, системой защиты с использованием КИП и одним или более исполнительным механизмом с целью предотвращения опасностей.
Система защиты с использованием КИП – это логическое решающее устройство (электрическое и/или электронное и/или программируемое электронное), входящее в состав функции защиты с использованием КИП.
Системы снижения опасности – это системы или элементы, которые специально введены в конструкцию с целью ограничения последствий неконтролируемого нарушения изоляции углеводородов.
Пример: Клапан с дистанционным управлением на приемной линии насоса.
Предоконечные меры защиты – это функции защиты с использованием КИП, которые обеспечивают предпоследний уровень защиты от неконтролируемого нарушения изоляции углеводородов.
Примеры: такие функции защиты с использованием КИП, как PZA, FZA, LZA и TZA.
Обеспечение безопасности – это защита от неконтролируемого нарушения изоляции углеводородов.
Оконечные меры защиты – это системы или элементы, которые обеспечивают последний уровень защиты от неконтролируемого нарушения изоляции углеводородов.
Примеры: предохранительные устройства, некоторые функции защиты с использованием КИП, например, защита TZA от неуправляемых реакций или пережога.
Неконтролируемое нарушение изоляции углеводородов происходит при превышении расчетных пределов технологических параметров (обычно давления или температуры) до такого уровня, когда технологическое оборудование не может удержать технологические вещества. Неконтролируемое нарушение изоляции углеводородов может произойти в результате разрывов, повреждения уплотнений, прокладок, сварных швов и т.п.
ПРИМЕЧАНИЕ: сжигание в факеле, сброс давления и выпуск в атмосферу считается контролируемым нарушением изоляции углеводородов.
