Source text - Spanish Se sabe que las urbes latinoamericanas guardan casi todas una característica común, sin duda mantenida de la colonia española, y es la existencia de un centro y una periferia, nutrida esta última de bloques lineales que dividen distintos asentamientos urbanos o “comunas” con marcadas diferencias tanto arquitectónicas como sociales que sustentan cierto nivel socio-económico de quienes las habitan. Por su parte, el llamado “centro” muestra la tradición colonial en la existencia, monumental, de tres poderes alrededor de una gran plaza o parque, en donde se encuentra la iglesia (catedral, basílica o capilla), el poder ejecutivo, representado ya sea por el palacio presidencial o la casa de gobierno de la municipalidad, y por último el poder legislativo y/o judicial de visible imponencia arquitectónica.
Translation - French Les grandes villes latino-américaines conservent presque toutes une caractéristique commune, sans doute maintenue depuis la colonisation espagnole : elles sont constituées d’un centre et d'une périphérie. La périphérie se constitue de blocs linéaires que divisent divers regroupements urbains ou « arrondissements » avec des marquages différents tant architectoniques que sociaux qui trahissent un certain niveau socio-économique de ceux qui les habitent. Pour sa part, ledit « centre » témoigne de la tradition coloniale dans l'existence, monumentale, de trois pouvoirs autour d'une grande place ou parc, dans lequel se trouve l'église (cathédrale, basilique ou chapelle), le pouvoir exécutif, représenté ou par le palais présidentiel ou par la maison du gouvernement de la municipalité, et enfin un pouvoir législatif et/ou judiciaire à l'architecture imposante et reconnaissable.
