Source text - English The government of Morocco is showing rapid advancements in improving the country's investment climate, ranking 94th among 183 economies measured in Doing Business 2012 – climbing 21 places from its ranking in the 2011 report.
Morocco has come a long way in strengthening its business environment. In 2007, IFC's investment climate advisory services conducted a diagnostic study, showing the business entry rate in Morocco at 5 percent -- lower than the business entry rate of 10 percent in Tunisia and Algeria. Procedures were found to be lengthy, costly and complex.
Since then, World Bank Group teams together with the government of Morocco developed investment Climate reform activities, helping Morocco improve its performance as measured by the Doing Business indicators. Working very closely with the national reform coordination unit placed under the Ministry of General Economic Affairs and with Morocco's first public-private dialogue mechanism (the National Council for the Investment Climate), the teams focused on four Doing Business topics: enforcing contracts, resolving insolvency, starting a business, and dealing with construction permits.
"Our strong partnership with the investment climate teams of the World Bank Group has been instrumental in identifying priority reforms and to evaluate their impact on the business community in Morocco," said Najib Boulif, Ministre chargé des affaires générales et de la gouvernance. "The early involvement of the private sector has also been a key element of this successful collaboration that we intend on pursuing this year as we are determined to continue improving our business environment," says Mr. Boulif.
Improving the business environment is central in Morocco's policy reforms especially at the wake of the Arab Spring. These reforms benefiting micro and small and medium businesses are aimed at providing additional savings to the private sector, encouraging job creation and economic growth.

تحقق الحكومة المغربية تقدما سريعا في تحسين مناخ الاستثمار في البلاد، حيث يحتل المغرب الرتبة 94 من بين 183 من الاقتصاديات حسب تقرير ممارسة أنشطة الأعمال لعام 2012. و بذالك يكون المغرب قد تقدم 21 رتبة مقارنة مع ترتيبه في تقرير 2011.
و قد قطع المغرب أشواطا مهمة في مسألة تقوية بيئة الأعمال، ففي سنة 2007 أجرى قسم الخدمات الاستشارية المتعلقة بمناخ الاستثمار التابع لمؤسسة التمويل الدولية دراسة تشخيصية أظهرت أن 5 في المائة هو معدل تسجيل الأعمال في المغرب ، و هو رقم أقل مما هو عليه الحال في تونس و الجزائر حيث وصل إلى 10 في المائة، هذا لأن الإجراءات كانت تستغرق وقتا طويلا و مكلفة و معقدة.
و منذ ذلك الوقت و فرق مجموعة البنك الدولي إلى جانب الحكومة المغربية يعملان على تطوير نشاطات إصلاح مناخ الاستثمار، مساعدين بذلك المغرب على تحسين أدائه حسب مؤشرات تقرير ممارسة أنشطة الأعمال. و بالعمل جنبا إلى جنب مع الوحدة الوطنية لتنسيق الإصلاح المنضوية تحت وزارة الشؤون الاقتصادية العامة و مع أول آلية للحوار بين القطاعين الخاص و العام ( اللجنة المجلس الوطنية لمناخ الاستثمار)، ركزت الفرق على أربعة من المواضيع التي يهتم بها التقرير و هي إنفاذ العقود و حل مشاكل الإعسار و بدء نشاط تجاري إضافة إلى استخراج تراخيص البناء.
و في هذا السياق، قال السيد نجيب بوليف، الوزير المكلف بالشؤون العامة و الحكامة: "إن شراكتنا القوية مع فرق مناخ الاستثمار التابعة لمجموعة البنك الدولي طالما اكتست دورا محوريا في تحديد الإصلاحات ذات الأولوية و تقييم أثرها على مجتمع الأعمال في المغرب". و أردف قائلا: " الانخراط المبكر للقطاع الخاص كان بدوره عاملا رئيسيا في إنجاح هذا التعاون الذي نسعى للاستمرار فيه خلال هذه السنة ما دمنا عازمين على الاستمرار في تحسين بيئة الأعمال في بلادنا."
إن تحسين بيئة الأعمال تعتبر قضية مركزية في خطة الإصلاح التي ينتهجها المغرب، خصوصا في أعقاب الربيع العربي؛ و تهدف هذه الإصلاحات التي تستفيد منها المشروعات متناهية الصغر و الصغيرة و المتوسطة إلى توفير مدخرات إضافية بالنسبة للقطاع الخاص ، الأمر الذي يسمح بخلق فرص عمل و تحقيق نمو اقتصادي.

As with all totalitarian regimes, the black/white or the good/bad Baby Bush “You’re either with us or you’re with the Terrorists” – binary rhetoric lies at the heart of the Global Power Elite’s PsyWar technology.
In 2004, Denis Boneau, a French journalist writing for the Voltaire Network, published an article called “The Science of World Domination” (www.voltairenet.org/The-Science-of-World-Domination), making an excellent summary of key milestones in the development of the United States’ post-World War II Global Psychological Warfare Strategy.
He starts by describing the Truman Doctrine of “Containment” of the former Soviet Union that was based on the so-called “long telegram” sent to the State Department in 1946 by an advisor in the US embassy in Moscow – and key Council on Foreign Relations (CFR) scholar – George S. Kennan.
It did. With his highly influential article, Kennan gave birth to the US policy of “Containment” of the Soviet Union which consisted in blocking the expansion of communism through the control of national emancipationist movements that could lead to greater power to pro-socialist or nationalist leaders.

في العام 2004، نشر ’دونيس بونو’، وهو صحفي فرنسي يكتب لشبكة فولتير، مقالا عنونه ب ’علم السيطرة على العالم’ لخص فيه أهم المعالم التي رافقت تطور إستراتيجية الولايات المتحدة التي تنتهجها في الحرب النفسية (الكونية) في فترة ما بعد الحرب العالمية الثانية.
بدأ مقاله بوصف سياسة ’الإحتواء’ التي عمل بها ترومان آنذاك في مواجهة الإتحاد السوفييتي السابق، والتي تأسست على ما عرف ب’البرقية الطويلة’ التي أرسلت سنة 1946 إلى فرع الدولة من طرف جورج س كينان الذي كان يعمل مستشارا في سفارة الولايات المتحدة في موسكو، كما كان يعد أيضا من الأكاديميين البارزين في ’مجمع العلاقات الخارجية’ (م.ع.خ).
بعد ذلك بوقت قصير، طلب من كينان العودة إلى الولايات المتحدة من أجل أن يطلع رؤساءه بإسهاب عن مضمون البرقية، وقد تم نشر توصياته أخيرا في مقال بعنوان ‘أصول توجيه السوفيات’ في مجلة ’فوريين أفير’ في يوليوز 1947، وهي المجلة التي كانت الصحيفة الرسمية ل (م.ع.خ). وقد أصبح المقال معروفا فيما بعد ب ‘المقال ×’ لأنه نفس الرمز الذي وقع به كينان مقاله، وقد احتد النقاش حوله آنذاك فيما هل يمكن أن يصير واحدا من السياسات الخارجية الرسمية للولايات المتحدة.
وقد صار حتما كذلك، فكينان أعلن بمقاله الذي كان له كبير الأثر عن ميلاد سياسة الولايات المتحدة في ‘إحتواء’ الإتحاد السوفييتي والمتمثلة في وقف المد الشيوعي وذلك بإخضاع حركات التحرر الوطنية التي يمكنها أن تزيد الزعماء الوطنيين أو دعاة الاشتراكية المزيد من القوة والسلطة.
