Avrupa Birliği farklı dil, tarih ve kültürlerden oluşan 27 ülkenin bir araya gelmesiyle oluşturulmuş bir bölgesel harekettir. AB ekonomik açıdan dünyanın önde gelen zengin bölgelerinden biri olmasınakarsın, bölgeleri arasında derin sosyo-ekonomik farklar bulunmaktadır. Bölgesel politikalar, AB’nin de en önemli ekonomik politikalar setinin basında gelmektedir. AB’de bölgesel politikalar seti, ekonomik ve sosyal uyum için gerekli düzenlemeleri kapsamaktadır.Dolayısıyla bölgesel ekonomik ve sosyal uygulamalar; tarım, balıkçılık, endüstri, istihdam, kültür vb. olmak üzere geniş bir perspektifte ele alınmaktadır. Bu uygulamaların genel amacı AB üyeleri arasında ekonomik ve sosyal uyumu sağlamaktır. Bölgeler arası uyumun sağlanması için de bölgeler arasındaki kalkınma farklarının azaltılması AB için büyük önem arz etmektedir. Bu bağlamda AB çeşitli dönemlerde farklı bölgesel politika uygulamalarına başvurmakta ve değişik fonlarla bu politikaları finanse etmektedir. Ayrıca bölgesel sorunları bertaraf etmek amacıyla AB ülkeleri 1950’lerden itibaren BKA’ları kurmaya başlamıştır. AB’de BKA’lara verilen önem ise özellikle 1990’lı yıllardan sonra yeni üyelerin ve adayların katılımı sonrası ekonomik ve sosyal uyumun sağlanması amacıyla daha da artmıştır.

1) Regional Development Policies in European Union and Regional Development Agencies

European Union is a regional movement formed by 27 countries with different languages, histories and cultures. Although economically EU is one of the richest regions of the world, there are deep socio-economic differences between its regions. Regional policies are the main part of the most important economic policies in European Union. To guarantee economic and social harmony, EU regional policies include the necessary preparations. Therefore, regional economic and social implementations consider a wide perspective including agriculture, fishery, industry, employment, culture and the likes. General purpose of these implementations is to ensure economic and social harmony among EU members. To do this, reducing regional differences is important for European Union. In this situation, EU runs different regional policies and uses different resources for financing these policies. On the other hand, to solve regional problems, EU counties formed RDAs (Regional Development Agencies) since the 1950s. The importance of RDAs in EU has specially increased more since 1990s and after joining new members and candidates with the purpose of ensuring economic and social harmony.
