Source text - English So great is the current interest in biography, not only amongst general readers but also amongst academics working in a number of different disciplines, that many scholars now talk of a ‘biographical turn’ in the humanities and social sciences. The ‘turn’ that they describe involves a new preoccupation with individual lives and stories as a way of understanding both contemporary societies and the whole process of social and historical change. Biography has long been seen as part of history and as a way to enliven it by rendering the past ‘more human, more vivid, more intimate, more accessible, more connected to ourselves’. But its narrative form and its concern with individuals has often resulted in its relegation to the margins of historical study while political institutions or social and economic structures occupy the centre. Now, however, biography is coming to occupy more of this centre ground as it is seen to offer ways of throwing new light on a range of different historical periods and problems and of bringing individuals and groups who had previously been ignored into the framework of historical analysis.
For some, the most important contribution of biography to history is the insight that it offers into the lives and thought of significant individuals. It serves to remind us, Arthur M. Schlesinger argues, that political leaders, including American presidents, are not supermen but human beings, ‘worrying about decisions, attending to wives and children, juggling balls in the air, and putting on their pants one leg at a time’. But for others, including social, feminist and some post-colonial historians, it is not the light shed on the lives of powerful individuals which is most important, but rather what can be learnt from the lives of less-exalted and ordinary people. Detailed study of the lives of individuals and of families and other groups offers extraordinary insights into the ways in which particular institutions and events and larger-scale social, economic and political developments were felt, experienced and understood by those who lived through them. A biographical approach in history, as in the social sciences, thus offers an important addition to the understanding of general developments by providing a way of accessing subjective understanding and experience.

Ortak hedefleri sağlamak amacıyla aktörlerin işbirliği halinde ve etkin şekilde ortak hareket etmesini sağlayan; güven, sosyal normlar ve ağlar gibi sosyal örgütlenmenin özelliklerinden oluşan sosyal sermaye bu yönleriyle kalkınmanın temel dinamikleri arasında bulunmaktadır. Bu çalışma ile Diyarbakır ilindeki yatırımcıların diğer yatırımcılara, ortaklarına, çalışanlarına, yakınlarına, bölge halkına ve kamu kurumlarına olan güven seviyesi ve güvene dayalı iş yapabilme potansiyeli araştırılmış, yatırımcıların sivil toplum kuruluşları, kamu kurum ve kuruluşları ve diğer yatırımcılarla kollektif iş yapabilme yeteneğinin tespit edilmesi amaçlanmıştır. Ronald Inglehart ve arkadaşlarının (1981), 43 ülke üzerinde uyguladıkları Dünya Değerleri Anketi’nde kültürel faktörlerin ekonomik ve siyasi gelişmedeki rolü ölçülmeye çalışılmıştır. Bu ankette insanların güven düzeyi ile topluluklara katılım oranları dikkate alınmış ve sosyal sermaye ile ilişkilendirilmiştir.
Knack ve Keefer (1997), benzer çalışmayı 29 ülke için uygulayarak genel güven düzeyini ve sosyal sermaye seviyesini ölçmeye çalışmışlardır.
Onyx ve Bullen (1997), çalışmalarında Avustralya kıtasında bulunan beş toplum üzerinde, toplum kuruluşlarının sosyal sermaye düzeylerinin ölçülmesi ve ülkelerin sivil toplumu yaratma çalışmalarındaki etkisini görmek üzere uygulamaya yer vermişlerdir. Translation - English 2.1. Purpose of the Study
The social capital providing the common activity of the actors in collaboration and effectively in order to ensure the common goals, and consisting of the features of social organization such as trust, social norms and networks, is among the basic dynamics of development regarding these aspects. In this study, the trust level of the investors in the province of Diyarbakir to the other investors, their partners, employees, relatives, local communities and public institutions, and their potential to do work based on trust are analyzed, and the determination of the capability of the investors to make a collective work with civil society organizations, public institutions and other investors is aimed. The effort of the investors at the point of supplying benefit for the interests of society and other investors other than their own interests is measured. The determination of shared values and the norms of reciprocity that facilitate the collaboration between investors is aimed. After the determination of the level of social capital based on trust, network and norm, the aim of the study is to provide policy recommendations in order to contribute to the improvement of this level and in this way, to development.
2.2.Literature Review
In the World Values Survey held by Ronald Inglehart et al (1981) in 43 countries, the role of the cultural factors on economic and political development was tried to be measured. In this survey, the trust level and participation rates of the people into communities were considered, and associated with social capital.
Knack and Keefer (1997) held a similar study for 29 countries and tried to measure the general level of trust and the level of social capital.
Onyx and Bullen (1997) have made a similar study on five communities in the continent of Australia for the measurement of the social capital levels of society organizations and to see its effect on the efforts of the countries to create civil society. Eight areas related to social capital are identified, and participation in local governance, activity in social networks, sense of security, relations with neighbors, family and peer relationships, tolerance to diversity, life values and business relationships, the state and management institutions of society, and the interaction quality with family and business life were tried to be measured.

Source text - Turkish Halfeti’nin 3000 yıllık tarihi geçmişi vardır ve bu süre boyunca Hurriler'den Medler'e, Medler'den Asurlular'a, Asurlular'dan Persler'e, bunlardan da Roma, Sasani, Emevi, Abbasi, Memluk ve Osmanlılar'a kadar birçok devletin ya da imparatorluğun egemenliğine girmiştir. Halfeti'nin milattan önceki tarihine ilişkin bilgilerimiz sınırlıdır, çünkü gerekli kazı çalışmaları yapılmadan ve geçmişine ait birçok bilgiye ulaşılmadan sular altında kalmıştır. Ciddi anlamda, bir Amerikan ekibi tarafından Fırat Havzası'nda, Kargamış'tan Halfeti'ye kadar uzanan alanda arkeolojik bir yüzey araştırması yapıldığı belirlenmiştir. Yürütülen bu yüzey araştırmasında, Fırat Vadisi’nin Halfeti kesiminde üç küçük yerleşim saptanmıştır. Bu yerleşimlerden Kale Meydanı'nda Eski Tunç Çağı IV ve Ortaçağ, Karaçali'de Eski Tunç Çağı IV, Ören Bahçe'de Genç Roma dönemlerine ait seramik parçalar bulunmuştur. MÖ 2000’de Hurri-Mitannilerin, MÖ 1000’de ise Aramilerin, Akamenidlerin ve Selevkosların egemenliği altına girmiştir. MÖ 855 yılında Asur kralı III. Salmanassar tarafından zapt edildiği zaman Şitamrat adını taşıyordu. Yunanlılar bunu değiştirerek Urima adını vermişlerdir. MÖ 612'de Babillerin sınırları içerisinde kalmıştır. Daha sonra Medler ve Persler yöreye egemen olmuş, Büyük İskender'in MÖ 332'de Anadolu'daki Pers hakimiyetine son vermesinden sonra Urfa yöresi ile birlikte Birecik de Makedonya Krallığı’nın egemenliği altına girmiştir.
Translation - English Halfeti has a history of 3000 years, and during this period, it has come under the sovereignty of many states or empires, from the Hurrians to Medes, from the Medes to Assyrians, from the Assyrians to Persians, and then to the Romans, Sasanians, Umayyads, Abbasids, Mamluks and Ottomans. Our knowledge related to the history of Halfeti B. C. is limited, because it remained under water before the necessary excavation work was done and much information related to its history was reached. It was determined that a serious archaeological research was conducted by an American team in the Euphrates Basin, on a land extending from Carchemish to Halfeti. In this research, three small settlements were found in the Halfeti part of the Euphrates Valley. Of these settlements, ceramic pieces belonging to the Early Bronze Age IV and Medieval Age in Kale Meydani, the Early Bronze Age IV in Karacali, and the Early Roman periods in Oren Bahce were found. Building remains from the Roman period have been found in the excavations carried out in Sultantepe.
It came under the rule of Hurrian-Mitannis in 2000 B. C., and the Aramaics, Achaemenids and Seleucids in 1000 B. C. It bore the name Shitamrat when it was captured by the Assyrian King Shalmaneser III in 855 B. C. The Greeks changed the name and made it Urima. It remained within the borders of the Babylonians in 612 B. C. Then the Medes and Persians dominated the region, and Birecik came under the rule of the kingdom of Macedonia together with the Urfa region after Alexander the Great gave an end to the Persian domination of Anatolia in 332 B. C.

Source text - Turkish Yirmi dört yaşındaki bayan hasta, aniden başlayan boynunda istemsiz olarak arkaya doğru kasılma, gözlerin yukarı doğru kayması ve kollarda kasılma şikâyeti ile Özel BSK Kütahya Anadolu Hastanesi acil polikliniğine getiril di. Hastanın hikâyesinden, iki gün önce ateş, ishal, bulantı ve kusma şikâyeti ile Enfeksiyon Hastalıkları polikliniğine başvurduğu ve yapılan tetkiklerde gaita mikroskobisinde Entameoba histolytica trofozoitleri görülmesi üzerine hastaya metronidazol, metoklopramid (30 mg/gün) ve intravenöz sıvı tedavisi verildiği öğrenildi.
Hastanın yapılan fizik muayenesinde genel durumu orta derecede iyi, ateş 37,4ºC, kan basıncı 110/70 mmHg, nabız 94/dk, solunum sayısı 18/dk idi. Nörolojik muayenede bilinç açık, huzursuz, koopere ve oryante idi. Pupiller izokorik, direkt ve endirekt ışık refleksleri alınıyordu, okülerjik kriz nedeniyle göz hareketleri değerlendirilemedi. Motor muayenesi normaldi. Kas tonusu normaldi ve rijidite saptanmadı. Derin tendon refleksleri dört ekstremitede eşit ve normoaktif idi. Duyu ve serebellar sistem muayenesi doğal idi. Ekstrapiramidal sistem muayenesinde ise tortikolis, kollarda distonik hareketler ve okülerjik kriz saptandı. Hastanın diğer sistem muayeneleri normal olarak değerlendirildi. Laboratuar incelemelerinde, tam kan sayımı ve biyokimyasal değerlerde herhangi bir anormallik tespit edilemedi.
Hastanın şikâyetlerinin ani başlaması ve daha önce benzer şikâyetinin olmaması nedeniyle ADR’nin kullanmakta olduğu metoklopramide bağlı olarak geliştiği düşünüldü. Bu nedenle metoklopramid tedavisi kesilerek, hastaya 5 mg biperiden intramusküler yapıldı. Semptomların enjeksiyon sonrası yaklaşık bir saat içinde dramatik olarak kaybolduğu gözlendi.
Translation - English The twenty-four-year-old female patient was brought to the emergency department of the Private BSK Kutahya Anadolu Hospital with the complaints of sudden onset involuntary contraction of the neck to the back, upward shift of eyes, and contraction of the arms. It was learned from the patient’s story that she had applied to the outpatient clinic of Infectious Diseases two days before with the complaints of fever, diarrhea, nausea, and vomiting, and metronidazole, metoclopramide (30 mg/day) and intravenous fluid therapy were given to the patient upon observation of Entameoba histolytica trophozoites in the stool microscopy in the medical tests made.
In the patient’s physical examination made, her general condition was moderately good, fever 37.4°C, blood pressure 110/70 mmHg, heart rate 94/min, and respiratory rate 18/min. In the neurological examination, she was conscious, restless, cooperative and oriented. Pupillary isochoric, direct and indirect light reflexes were received, the eye movements could not be evaluated due to oculogyric crisis. The motor examination was normal. The muscle tone was normal, and rigidity was not found. Deep tendon reflexes were equal and normoactive in the four extremities. The sensory and cerebellar system examinations were natural. And in the examination of the extrapyramidal system, torticollis, dystonic movements in the arms, and oculogyric crisis were detected. The patient's other system examinations were evaluated within normal limits. In the laboratory examinations, no abnormality could not be determined in the complete blood count and biochemical parameters.
Due to the sudden onset of the patient’s complaints and lack of similar complaints before, it was thought that ADR had developed due to the metoclopramide she had been using. Therefore, the metoclopramide therapy was stopped, and 5 mg biperiden was injected to the patient intramuscularly. It was observed that the symptoms had disappeared dramatically in about one hour after the injection.

This section covers the minimum design requirements of the protection system. The Contractor shall be responsible to coordinate the parameters of each device, circuit or system within the contract, and to arrive at a totally compatible overall system. The work shall include manufacture, inspection and testing the Manufacturer's works, parking for export, shipment, insurance, delivery to site, installation, electrical connections, testing, commissioning and setting to work the equipment in this section.
Protection relays shall be numeric type.
Each individual relay shall be provided with manual built-in operational in service test facilities.
Relay panels shall be located in the relay room. The panels shall be suitable for floor mounting with bottom cable entries and shall be of IP 41.
Test boxes and plugs shall be installed in the relay panels for all distance and differential relays in order to test these equipment in operation condition.
The Contractor shall also be responsible in taking into consideration of the feeders and their system which are to be connected at the remote end of the feeders under consideration. (If necessary)
