Translation - English Youngsters have been jailed in Tajikistan.
It has emerged that the youngesters, aged between 14 and 17, pleaded guilty at the trial, held in the Qorghontepa town courtroom on 11 August.
Judge Sharaf Polatov read out the verdict sentencing Zafar Sattorov, a Tajik Defense Ministry soldier and leader of this criminal group, to 24 years in prison; and five underage members to between seven and 12 years.
The judge gave a one-year suspended sentence to only three members of the group, setting them free immediately after the court trial.
Public prosecutor Abduqodir Nurov has told Radio Liberty's Tajik service that the Defense Ministry soldier, Zafar Sattorov, went AWOL and recruited minors into illegal activities.
Zafar Sattorov, who went AWOL from the Defense Ministry's military unit number 16573, secretly worked at a restaurant in Qorghontepa, where he befriended minors to recruit them into illegal activities.
This February he organized his own group, armed with knives, and headed for Bokhtar District in a taxi hired near the Qorghontepa town bazaar.
Halfway through their journey, he asked the cabbie to pull up at a suspicious place and stabbed him several times to get the car.
But the injured driver made it to safety.
The criminals, however, kept the car, says Prosecutor Nurov. He added that it was established that the group had also stolen things from citizens in Qorghontepa, Rumiy and Bokhtar districts.
Public prosecutor Abduqodir Nurov said he was not happy with the court board's ruling and that he had demanded 30 years of imprisonment for Zafar Sattorov.
But relatives of the convicts and lawyers representing them think the court ruling was unfair.
Lawyer Nurullo Ashurov objects to the jailing of his three clients for seven years each.
"I had asked the judge to release them, insisting that my clients were innocent and had not yet reached the age of puberty.
But, as is usually the case, this did not happen and they were each sentenced to seven years in prison.
I consider the ruling unfair and we will file an appeal with the Supreme Court," said the lawyer, Nurullo.
Maghfirat, mother of one of the youngsters imprisoned for seven years, has resentfully said she had gone through a lot of hardship raising her son and that he became the victim of a ploy by investigators.
"My son was forced to confess to these charges.
The investigator swore by the Koran to let him go home if he confessed to the charges and signed the papers.
He had no choice but to sign it.
They tricked my son.
What an unjust thing to do. How could they do this?" complains Maghfirat.
Safarkhon Halim, grandfather of one of the convicts is not happy with the court ruling, either.
"All of them are kids. They do not even know what a crime is.
Is it fair to imprison a child for 10 or 15 years?
They should have given them a chance to reform instead.
It turns out that the poor lawyers do not carry much weight either. They couldn't help us," says Safarkhon Halim, whose grandson got 10 years in jail.
Almost all of the convicts, who went to school in Qorghonteppa town, are said to have been brought up without a father, in single-mother families.
Abduqodir Nurov, the regional military prosecutor, reckons that is the main reason why minors lack proper upbringing and commit crimes.
"Our future is in the hands of the youth.
But the fact that rather than going to school, teenagers spend time in jail for committing a crime will lead to nothing good in the future.
Before the court ruling takes effect, that is, within the next ten days, relatives of the convicts and their lawyers are planning to file an appeal with the Supreme court to have it revised.

On 22 June, in the afternoon, military forces armed to the teeth began special operations in several neighborhoods in Osh town, as in Narimon village and Otkhona.
According to reports that came in on 23 June, the operations targeted areas populated predominantly by ethnic Uzbeks - Osh, Qizil askar, Engel's and Qirariq Streets, the Cheryomushki, Jiydalik and Mirzaolim neighborhoods, and the streets surrounding the town's Un bazaar.
Three people were detained after weapons had allegedly been found at their homes.
One was beaten up by the military men.
Money, mobile phones and women's jewelry were seized from most of the households.
Also, an Uzbek man was found dead in the town's Qirariq neighbordhood.
It is, however, unclear for now who killed him or whether or not he died during the raid.

Kyrgyz media reports that a positive outcome is expected from the negotiations that Kyrgyz Prime Minister Doniyor Usenov held with Uzbek officials in Tashkent on 27 December 2009 to discuss the [Uzbek] ban on [Kyrgyz] meat exports.
After his return to Bishkek, Doniyor Usenov told journalists that during the Tashkent meeting, Uzbekistan agreed to send a specialist working group to Kyrgyzstan to study the situation with regard to epizootic diseases, i.e. epidemic animal illnesses.
If the Uzbek experts approve of the animal diseases situation in Kyrgyzstan, Kyrgyzstan may resume meat exports to Uzbekistan.
According to Abdurasul Boltayev, a staffer at the Uzbek State Veterinary Service, Uzbekistan is prepared to study Kyrgyzstan's meat export proposals.
"As far as export meat goes, exactly, as our prime minister said, this is indeed stipulated in our laws.
We have a right to send specialists to inspect - in line with the procedure - the areas where meat is produced or processed.
If they need to export to Uzbekistan, we examine the meat there to ensure that it is safe in veterinary terms.
In other words, it is our responsibility to block the spread of very dangerous infections to our country.
That is the ultimate objective.
If the other side makes a proposal, we will definitely consider it and act accordingly," says Abdurasul Boltayev.
Mr Boltayev says the ban on the import of Kyrgyz meat was prompted by an outbreak of dangerous animal diseases in the neighbouring country four years ago.
"The ban came after highly contagious animal diseases were recorded.
There were cases in 2006 and more happened later, in 2008.
We monitor all of them.
We, in fact, monitor it every day," says Abdurasul Boltayev.
Following an outbreak of foot-and-mouth disease in Kyrgyzstan in 2006, Uzbekistan, Kazakhstan and Russia imposed a ban on meat imports from the country.
In September 2009 Kazakhstan lifted the ban.
Now Uzbekistan is expected to do so.
The Kyrgyz press, particularly local specialists who publish comments, insist that the last two years have seen no dangerous animal diseases in the country.
Qalis Jumaqanov, head of Kyrgyzstan's Animal Health public association, says the veterinary situation in the country has also improved.
"It is true that two or three years ago, Kyrgyzstan was hit by an epidemic of animal disease.
Various dangerous and contagious infections were spreading among animals.
But, over the last few years, we have studied the situation with the help of specialists and succeeded in turning it around.
Today Kyrgyzstan has not a single case of infectious or dangerous animal disease, such as foot-and-mouth or anthrax,

Translation - English The Tashkent-Dushanbe dispute gets a mediator.
Jia Jinsheng, chief of the International Commission on Large Dams [ICLD], has said he made this [mediation] proposal at talks with Hamroknon Zarifiy, Tajikistan's foreign minister.
"I can say with confidence that we can act as a mediator on this matter and propose the best options in order to resolve the issue.
Of course, any major hydro power structure does pose a certain degree of danger to society and the environment.
But governments could lessen this degree of danger together," said the ICLD official.
Mr Jinsheng, however, did not explain how exactly he was going to resolve the row between the two Central Asian nations.
Over the last few years, some Central Asian countries, namely Uzbekistan, have firmly opposed construction of large hydro power plants in Tajikistan and Kyrgyzstan.
Each time officials in Tashkent demand that Tajikistan and Kyrgyzstan stop construction of major hydro facilities on cross-border rivers, or at least have them examined by international experts before going ahead.
Though Tajikistan insists that it does support the idea of an international study, the two neighbors still remain at loggerheads.
World Bank experts are said to be studying the Roghun hydro power plant project.
Once the experts release their findings, neighbouring nations will be informed about the start of the Roghun construction project.
According to data from some official sources, however, construction work is at full swing at the Roghun site at the moment.
Homidjon Oripov, secretary of Tajikistan's national committee on major dams, stresses that the disputes between Uzbekistan and Tajikistan, specifically differences over use of regional water resources, are political in nature.

Confidential Information may include, but is not limited to, trade secrets and know-how, technical and scientific information, information relating to software architecture, design or code, system and component designs and specifications, research and development information, plans or projections, lists of current, past or prospective customers, clients, advertisers, contractors or suppliers, information pertaining to the businesses and plans of customers or clients, sales analyses, price lists, non-public financial data and operating results, and any other non-public information concerning the business and operations of the Employer and its affiliates. Confidential Information shall not include information that is disclosed publicly or is generally known in the trade or industry at the time it is disclosed to me, other than as a result of breach of this Agreement or any other confidentiality obligation.
(c) Return of Materials: Upon termination of my employment for any reason, or at any other time that the Employer so requests, I will promptly deliver to the Employer all materials of any nature that are in my possession or control and that constitute or contain Confidential Information or that otherwise are the property of the Employer, including, without limitation, writings, designs, documents, records, data, memoranda, tapes and disks containing software, computer source code listings, routines, file layouts, record layouts, system design information, models, manuals, documentation, and notes. I will not keep any copies of such materials, and, without limitation, will purge any and all copies thereof from all computer or electronic files and storage media retained by me.
2. PROPRIETARY RIGHTS OWNERSHIP AND ASSIGNMENT:
(a) Ownership and Assignment: All Works (as defined below) are and shall be the sole property of the Employer, its affiliates, and/or Third Parties (as provided for in any applicable agreements between such entities governing such Works) (the “Owner”), and the Owner shall be the sole owner of all patents, copyrights, and other rights relating to Works. I acknowledge and agree that all copyrightable Works are “works made for hire” and, consequently, that (i) I have no ownership rights to the Works; and (ii) the Owner owns all patents, copyrights, or other rights thereto. (b) Definition: “Works" shall mean all items created or made, all discoveries, concepts, ideas and fixed expressions thereof, whether or not patentable or able to be registered under copyright or other statutes, including but not limited to software, source and object code, hardware, technology, products, machines, programs, processes, developments, formulae, methods, techniques, know-how, data and improvements, which: (1) I make, conceive, reduce to practice, or learn, whether alone or jointly with others; (2) occur as a consequence of, or in connection with my employment by the Employer, its affiliates, or Third Parties; (3) result from tasks assigned to me by the Employer, affiliates or Third Parties; or (4) result from use of property, premises or facilities owned, leased or contracted for by the Employer, its affiliates, or Third Parties. This paragraph shall not apply to any development which meets all of the following three conditions: (i) I do the work entirely by myself without use of the facilities, property, or resources of the Employer, its affiliates, or Third Parties, (ii) I do the work entirely on my own time, and (iii) the development does not relate to the business or research or to the planned business or research of the Employer, its affiliates or Third Parties, including, without limitation, any work for its or their customers or clients.
(c) Disclosure and Cooperation: I shall disclose promptly to the Employer or its authorized agent all information regarding Works as soon as is possible. I shall maintain accurate and adequate records of all Works. I shall assist the Employer in every proper way to obtain, perfect and enforce, from time to time, any or all of the Employer’s and/or Owner’s rights in the Works. To that end I will execute, verify and deliver such documents and perform such other acts (including appearances as a witness) as the Employer may request for use in applying for, obtaining, perfecting, evidencing, sustaining and enforcing such rights and the assignment thereof. My obligation to assist the Employer with respect to such rights relating to Works shall continue beyond termination of my employment, but the Employer shall compensate me after termination of my employment for the time actually spent by me at the Employer's request on such assistance.
(d) Exclusion of Prior Works: As a matter of record, I have set forth on Exhibit A (Prior Works) attached hereto a complete list of all work product or inventions possibly related to the business of the Employer, its affiliates, or Third Parties that I, alone or jointly with others, claim to have authored, conceived, developed or reduced to practice prior to the commencement of my engagement with or employment by the Employer, that I consider to be my property or the property of third parties and that I wish to have excluded from the scope of this Agreement (collectively referred to as “Prior Works”). (If disclosure of any such Prior Work would cause me to violate any prior confidentiality agreement, I understand that I am not to list such Prior Work in Exhibit A but am only to disclose a cursory name for each such work, a listing of the party to whom it belongs and the fact that full disclosure as to such inventions has not been made for that reason. A space is provided on Exhibit A for such purpose.) If no such disclosure is attached or if Exhibit A is blank, I represent that there are no Prior Works. If, in the course of my employment by the Employer, I incorporate a Prior Work into any product, process, material or machine of the Employer, its affiliates or Third Parties, or any of its or their customers, clients or contractors, the Employer and/or Owner is hereby granted and shall have a nonexclusive, royalty-free, irrevocable, perpetual, worldwide license (with rights to sublicense through multiple tiers of sublicensees) to make, have made, modify, reproduce, use and sell such Prior Work. Notwithstanding the foregoing sentence, I agree that I will not incorporate, or permit to be incorporated, Prior Works in any such product, process, materials or machine, without the Employer's express prior written consent.
3. NO VIOLATION OF PRIOR AGREEMENTS OR RIGHTS:
(a) I hereby represent and warrant to the Employer that, except as I have disclosed in writing to the Employer, I am not bound by the terms of any agreement with any previous employer, current employer or other party to refrain from using or disclosing any trade secret or confidential or proprietary information in the course of my employment with the Employer or to refrain from competing, directly or indirectly, with the business of any such previous employer or any other party. I understand that Agreements with employers or other parties in unrelated businesses, including but not limited to ___________________________________, will not be bound by this provision.
(b) I further represent and warrant to the Employer that my performance of all terms of this Agreement and as an employee of the Employer does not and will not breach any agreement to keep in confidence any trade secret or confidential or proprietary information acquired by me in confidence or trust prior to my employment by the Employer, and I will not disclose to the Employer or use in any Works any trade secret or confidential or proprietary information or material belonging to any previous employer or any other party.
4. MISCELLANEOUS:
(a) Governing Law; Severability: This Agreement shall be governed by the laws of the Commonwealth of Massachusetts, without giving effect to conflict of laws principles. In the event that any court having jurisdiction shall determine that any provision of this Agreement shall be overly broad in any respect or otherwise unenforceable, such provision shall be modified as necessary to render it enforceable, and shall be enforced accordingly. In the event that, notwithstanding the foregoing, such court shall determine any such provision to be wholly unenforceable, then such unenforceable provision shall be deemed eliminated from this Agreement, and the remaining provisions of this Agreement shall nevertheless remain in full force and effect. The section and paragraphs titles and headings in this Agreement are for reference only and shall not constitute a part of this Agreement or affect the interpretation thereof.
(b) Successors and Assigns: This Agreement shall inure to the benefit of and be binding upon the Employer, its successors and assigns, and on me, my successors, assigns, heirs, executors, administrators and legal representatives. I expressly consent to be bound by the provisions of this Agreement for the benefit of any affiliate of the Employer or Third Party to whose employ I may be transferred without the necessity that this Agreement be re-signed at the time of such transfer.
(c) Waiver: No delay or omission by me or the Employer in exercising any right under this Agreement shall operate as a waiver of that or any other right. A waiver or consent given by me or the Employer on any one occasion shall be effective only in that instance and shall not be construed as a bar or waiver of any right on any other occasion.
(e) Entire Agreement: This Agreement sets forth the entire and complete agreement between the parties with respect to the subject matter hereof and supersedes and merges all prior negotiations, understandings, and agreements, oral or written, with respect to such subject matter. Notwithstanding the foregoing, I acknowledge and agree that nothing herein contained is intended to limit, modify or replace any other agreement or obligation I may have with respect to confidentiality and non-disclosure of proprietary or confidential information or assignment of inventions or work product that was entered into with respect to a particular project or a disclosure by a third-party to the extent such agreement or obligation is more favorable to or protective of the interests of the Employer or its affiliates or such third-party. This Agreement may be modified only by an instrument in writing signed by the party sought to be bound by such modification.
5. NEED FOR THIS AGREEMENT: I agree that because of the nature of the Employer's business, the restrictions contained in this Agreement are reasonable and necessary in order to protect the legitimate interests of the Employer, its affiliates, or Third Parties.
6. REMEDIES: I understand that if I violate any provision of this Agreement relating to Confidential Information, Works or my duty to cooperate in matters relating to protection of intellectual property, the Employer and/or its affiliates or Third Parties will suffer immediate and irreparable injury. If I violate any of such provisions, I agree that, in addition to any other remedies that may apply, my strict compliance with this Agreement should be ordered by a court of competent jurisdiction and the Employer is therefore entitled to preliminary and final injunctive relief to enforce this Agreement.
7. I ACKNOWLEDGE THAT I HAVE READ THIS AGREEMENT CAREFULLY, AND THAT I FULLY UNDERSTAND AND AGREE TO ALL OF ITS TERMS.

4. БОШҚА ШАРТЛАР:
(a) Ҳуқуқни бошқариш; Бўлинувчанлик: Ушбу шартнома қонун бошқарувчиларга ёмон таъсир кўрсатмаган ҳолда, Массачусетс Ҳамжамиятининг қонунига мувофиқ бошқарилади. Керакли ҳолатда шартномани кучга киритиб, ижро этиш учун ҳар қандай суд органи Шартноманинг шартларини бирор бир йўналишга мослаб, уни кенгайтириши мумкин. Юқорида қайд этилганларга қарамасдан, суд ижро этиб бўлмайдиган шартларни аниқлайди ва Шартномадан олиб ташланади ва шартноманинг қолган шартлари ўз кучида ва таъсирида қолади. Girls are married off at 16.
They behave immaturely and argue a lot [with their husbands].
The result is a divorce.
That is why it would be more correct for our girls to marry at 18, I think," says Oykhol opa [a term of respect used to refer to a woman older than the speaker], a resident of Rudakiy District.
The interviewee gave examples of fellow villagers who became widowed young as a result of bitter family lives. She regretted that because of misunderstandings, many young married women were getting a divorce by phone.
Shoira, another woman we spoke to, said she got marred a year ago, when she was 17, with the consent of her parents.
She similarly commented that it would serve a better purpose if young women got married at 18 or even later.
"Things are different at one's parental home.
I married young.
I rarely get enough sleep, that is what my married life entails," says Shoira.
Safargul, a resident of Vahdat District who got married late owing to a situation in her family, too, says she supports the idea of girls getting married after 18.

Sherxon Salimzodaga ko'ra, mazkur qonun asosida 10 ming kishi avf etiladi.
“Shundan 3000 nafari butunlay ozodlikka chiqariladi.
Ular orasida yosh bolalik ayollar, balog'at yoshiga etmagan yigit qizlar, 55 yoshdan oshgan dardmand ayol va erkaklar" bor deya bildirdi prezident maslahatchisi.

On 2 November members of the Tajikistani parliament's lower house unanimously approved a new amnesty bill.
Presidential adviser Sherkhon Salimzoda, who presented the amnesty bill to the MPs, said that it was the 12th amnesty law in Tajiistan's 18 years of independence.
Under the law, 10,000 people will be amnestied, said Sherkhon Salimzoda.
"Of these, 3,000 will be freed completely.
They include women with young children, underage people, sick men and women over 55 years old," said the presidential adviser.
Earlier, speaking to a news conference on his office's performance in the first nine months of this year, Bobojon Bobokhonov, Tajikistan's attorney-general, had said that since the beginning of the year, nearly 10 Uzbekistani nationals convicted of violating the state border had been jailed for various terms.
The presidential adviser said that under Article 2 of the new law, all foreign citizens would be pardoned.
"Alongside with this," said the government official, "prisoners serving time for various crimes will have their jail terms cut by a fourth, and those currently under investigation will be pardoned completely, too."
Abdumannon Kholiqov, chairman of the defence and national security committee at the Tajikistani parliament's lower house, has said the 10,000 people that will be pardoned also include 4,000 ex-servicemen who refused to do military service.
"The current amnesty law differs from the previous ones in that it sets free individuals decorated with a USSR, Soviet Tajikistani or Repulic of Tajikistan order of hero who are in prison for crimes committed through negligence.
The other point is that more women will be released this time round.
Unlike the previous amnesties, the current one also covers members of the former Tajikistani opposition," said the lower house MP, Abdumannon Kholiqov.
Abdumannon Kholiqov stressed that women and men convicted of an attempted overthrow of the government, or intentional murder, those sentenced to life, and people convicted of membership of religious extremist organizations would not be pardoned at all.
"Along with this," said the Tajik MP, "people convicted of various crimes who have served three-fourths of their terms will also benefit from the amnesty."
Shodi Shabdolov, chairman of the Tajikistani Communist Party, who took part in debates on the amnesty bill, has said he doubts that the reviewing - within the procedural three months - of the cases of the 10,000 people that are to be pardoned, and a strict implementation of the law are possible.
The Communist Party official said Tajikistan does not have a sufficient number of prosecutors to do the job.
"The prison is not a resort, the budgetary funds that we allocate for the jails are not enough to provide fully for the prisoners."
Today, the prisons are crammed with an estimated 11,000 convicts.
We have said many times that many of them suffer from infectious diseases.
But I fear that we may create social and economic problems in society if we attempt to rescue them from the difficult conditions they are in.
We already have thousands of unemployed people.
Most of the convicts in the prisons committed crimes precisely because of social and economic problems in the country," says Shodi Shabdolov.
The Communist Party leader commented that as well as being a humane move, pardoning the 10,000 people all at once is also a big opportunity for a wide spread of crime in society.
"I think the government shouldn't have taken on the responsibility of pardoning so many people at once.
We don't know how much more trouble we will face following this amnesty," says the Tajik MP.
The press office of the Tajikistani parliament's lower house says the amnesty bill will be signed by President Emomali Rahmon over the next few days before it comes into force on the day it is published in the country's press.

You can use either lamb or beef.
Then add the chopped onions and brown them.
Chop up the tomatoes, carrots and red pepper like this:
Now let’s add the carrots and red pepper.
Add the rice and stir fry for a minute.
Add more rice if you prefer the soup thick.
Now you can add the water for the broth.
Bring the water to a slow boil and add the potatoes and tomatoes.
Scoop out the foam
When the rice and potatoes are cooked, add salt and pepper to taste.
Now I’ll add some cumin.
You can also add coriander or dill to decorate it.
If you like, top it with sour cream or yogurt.

Translation - English Mirziyoyev has objected to the Roghun hydro power plant.
In a letter to his Tajik counterpart, Oqil Oqilov, [Uzbek Prime Minister] Mr Mirziyoyev highlighted Uzbekistan's concerns about the Roghun hydro power plant construction project.
According to the Uzbek head of government, the Roghun project was developed 40 years ago, based on outdated construction and technology decisions.
Bearing this in mind, says the Uzbek official, the project must be studied by international experts before its construction, which started in the 1980s, goes ahead. He added that an objective and well-grounded assessment had to be made as to whether the project is environmentally safe for the region, whether it impacts water flow in the River Amudaryo and whether it is earthquake-proof.
"Dear Oqil Ghaybulloyevich, you are well aware that Uzbekistan has appealed several times to Tajikistan's government, the Russian Federation and international organizations to conduct an international study of the Roghun hydro power plant project, which started in the 1980s," writes Shavkat Mirziyoyev. He also objects to Tajistan's ignorance of Uzbek proposals and to the growing pace of the Roghun plant's construction.
The Uzbek head of government recalls that the Roghun hydro power plant is located in an earthquake-prone area, where several quakes measuring 10 points have previously been recorded. He writes that it is hard for him to even imagine the loss of hundreds of thousands of human lives in the region if the plant's dam bursts, should such natural disaster [earthquake] happen again.
Prime Miniser Shavkat Mirziyoyev says Uzbekistan will never change its stance that the Roghun hydro power plant project must be studied by international experts, and that a host of international organizations, namely the UN, the EU, the World Bank, and the Asian and Islamic development banks, and the Russian Federation always back Uzbekistan's position.
Mr Mirziyoyev says that if the Tajik government turns a deaf ear to Uzbekistan's demand for an international study of the Roghun project this time too, Tashkent will ask the international community and environmental organizations to prevent the tragic consequences associated with the project's implementation.
Tajik officials have confirmed they had received Uzbek Prime Minister Shavkat Mirziyoyev's letter, but refused to react for now.

In the view of Sobit Nematulloyev, a Tajik seismologist, Uzbekistan's worries that the dam might collapse or burst in an earthquake are groundless.

The official says that in 2009 the republic harvested one million ton of wheat - 60 per cent of domestic consumption.
Because Russian wheat, which makes up the bulk of imports, will no longer be sold to Tajikistan and because of the fall in this year's domestic wheat harvest, compared with last year's, independent analysts predict possible food shortages.
Davlat Shoetibor, an independent analyst, reckons, based on UN data, that in the wake of Russia's wheat export ban, compounded by the already difficult economic situation and the damage caused by this year's natural disasters, nine per cent of the country's population might suffer from hunger.
The analyst is confident that Khatlon Region officials' efforts to avert price hikes will not produce the expected outcome.
He also pointed out that wheat and potatoes had increased in price before the latest export curbs were imposed.
In Qorghonteppa's bazaars, a kilo of wheat is now selling at 1.3 somoni, and even 1.5 somoni in some places (the current exchange rate is 1 US dollar to 4.45 somoni - the editor), he says.
According to Davlati Shoetibor, this is double last year's price.
"Indeed, this year there has been an alarming increase in flour and wheat prices in the markets.

Translation - English An official in Dushanbe blames foreign states for the Rasht events [rebel attacks on government forces].
On September 30th Tajistan’s security and law-enforcement chiefs all headed for the Rasht area in the country’s east to coordinate operations by government forces against “illegal armed groups”.
Since September 19th, when government troops were attacked in an armed assault at Rasht’s Kamarob pass, Tajikistan’s security forces have been conducting military operations in the area to eliminate the militants.
Officials in Dushanbe keep issuing statements about the forces behind these attacks, blaming everyone from the armed opposition to the Islamic Movement of Uzbekistan to Al-Qaidah fighters.
On September 30th the Security Council’s secretary made a statement saying “states interested in destabilizing the situation in Tajikistan are responsible for these events”.
Though, in an RIA Novosti interview, Amirqul Azimov did not name the states suspected by Tajikistan’s intelligence services, observers say that from the government-controlled media, it is not hard to guess the country they suspect.
The fact that more and more accusations against Russia and Uzbekistan have appeared in the Tajik media lately suggests that Azimov meant exactly these two countries in his claim, says Dodojon Atovulloyev, a prominent Tajik journalist and opposition activist.
Dodojon Atovulloyev:
“This is utter foolishness.
Since the only one to blame for the bloody events in Rasht is the current government in Tajikistan itself.
The ultimate goal of this conspiracy is to eliminate the remaining few members of the former opposition [UTO] that had trustfully signed the peace deal with the current government in 1997 and to absolve itself of the blame for this violent and savage military campaign.
Here I see no trace of foreign involvement,” says the journalist and opposition activist, Dodojon Atovulloyev.
Andrey Grozin, a Central Asia analyst at the Moscow-based CIS Institute, too, believes neither Russia nor Uzbekistan needs instability in Tajikistan.
“There is a widespread conspiracy theory in post-Soviet countries, particularly Central Asia, that blames the FSB, the CIA or Chinese involvement for everything that goes wrong. And the accusatory finger that Dushanbe again points at Russia or Uzbekistan is a continuation of this particular theory,” says Grozin.
“Blaming everything on foreign forces, in my view, is an unproductive attempt.
Government officials from the lowest level to the highest easily put the blame for third forces to cover up their own failures, corruption and betrayal.
Even when more than 20 prisoners broke out of the National Security Committee’s jail in Dushanbe, they blamed Russia’s FSB, saying the prison break-out was impossible without the involvement of foreign intelligence services.
But everybody in Tajikistan, old and young, knows well that you can buy a prison guard with just 200 dollars, gaining access into the prison and even getting a weapon as a bonus.
The authoritarian and anti-democratic political system only has itself and its own flaws to blame for this state of affairs,” says Grozin.
A campaign is gaining momentum in Tajikistan to portray Russia and Uzbekistan as a state enemy, with officials in Dushanbe blaming Moscow or Tashkent for everything from poverty, energy crisis and conflicts between various political groups.
But what is worrying about this process is something else,” says the Tajik journalist, Dodojon Atovulloyev.
I feel sad to see the Tajik intelligentsia getting carried away with the anti-Uzbek sentiments that are being instilled in society by the government.

Dushanbe must stop leveling accusations against big states and instead be concerned about these things,” says Dodojon Atovulloyev.

“I think the publishing house’s officials realized that they were facing this trouble exactly because of Faraj, and they decided not to publish our newspaper’s latest edition,” Khurshed Atoulloyev goes on.
The Oila private publishing house, which prints Faraj, refused to comment on why the newspaper was not published.

The Defense Ministry, which arranged the TV program, claims that such articles naturally cause doubt among people about the operations being carried out by the law-enforcement and security agencies in Rasht District.
After that, the Defense Ministry demanded that journalists of Faraj and several other independent print media outlets should apologize.
A little later, on 4 October, an article by Defense Minister Sherali Khoyrulloyev, headlined: “Who should apologize to whom?”, was circulated by the Khovar state news agency.
In the article, the minister accused Tajik journalists of supporting terrorist groups in their reports.
And on the same day, representatives of several independent Tajik publications decided to file a lawsuit against the defense minister.
“Our decision remains in force.
The minister should be held accountable in court for this libel.
I am also prepared to be held accountable for each article, information and fact published in Faraj,” says the independent paper’s editor-in-chief, Khurshed Atoulloyev.
However, Tajik journalists have not sued the defense minister yet.

Two Afghan presidential candidates Abdullah Abdullah and Ashraf Ghani have signed a power-sharing deal in Kabul. Under the agreement, a unity government is to be established in the country, with Ghani as the country's president and Abdullah as chief executive officer. The deal puts an end to a long-lasting dispute over the results of presidential run-off elections held in June.
Pope Francis has arrived in the mainly Muslim country of Albania for a one-day visit. The country's security forces have been put on high alert following news of the threat posed by the militants of Islamic State. This is Francis's first visit to a European country outside Italy. About 10 per cent of the Albanian population are Catholic and 60 per cent Sunni [Muslim].
In 1967, the Albanian Stalinist dictator, Enver Hoxha, declared Albania the only atheist country in the world, and arrested about 40 Catholic priests and killed them.
The Prosecutor-General’s Office in the Russian Federation has handed over Yerlan Kosayev, a former executive at Kazakhstan's BTA Bank, to the Kazakh authorities. Kosayev is accused of involvement in a scheme to embezzle billions of dollars. Mukhtar Ablyazov is the main accused in the embezzlement case involving a huge sum of money. He was head of BTA Bank before fleeing the country in 2009. Ablyazov says that he is part of the opposition to the Kazakh government and Kazakhstan is therefore trying to arrest him. He says that he will not get a fair trial in his country.

On September 20th a former Russian tycoon, Mikhail Khodorkovsky, launched a movement to unite pro-European Russians against President Vladimir Putin in a bid to challenge the government's grip on power. Once Russia's richest man, Khodorkovsky now lives in exile and promised to stay out of politics after he was released from prison late last year following ten years of imprisonment. A minority will be influential if it is organised, he said during a ceremony in Paris as he unveiled his new Open Russia movement. Khodorkovsky, who now lives in Switzerland, stressed that his new project would be an Internet platform for like-minded people, not a political party. Russian activists and prominent émigrés, including Paris-based economist Sergey Guriyev and London-based businessman Yevgeniy Chichvarkin, joined the three-hour Internet ceremony.
On September 20th, NATO's top military commander said that Russian forces were still operating in Ukraine and that a ceasefire was not working, but he expressed hope a new peace plan could bring progress. Speaking to reporters in Lithuania, the American general, Philip Breedlove, said that Russian armed forces were still in Ukraine, but he did not give specific figures. Breedlove said that the agreement concluded on September 5th is a cease-fire in name only. He said violence levels, including the number of artillery rounds fired in the past few days, are as high as prior to the cease-fire. But Breedlove said he hoped the agreement announced on September 20th for the creation of a buffer zone between Ukrainian government troops and the pro-Russian militants will succeed in stabilizing the situation. Breedlove was in Vilnius for a meeting of NATO military chiefs.
The Ukrainian government has exchanged prisoners with pro-Russian separatists in Donetsk region. The exchange was carried out on the evening of September 20th in Konstantinovka village, 60 km from the town of Donetsk. An ITAR TASS correspondent reports that 38 prisoners from each side were exchanged. Ukrainian President Petro Poroshenko in his Twitter account wrote on the release of 35 Ukrainian servicemen.
The US Secret Service has said it had beefed up security around the White House after a man was able to scramble over the fence of the presidential residence. Secret Service Director Julia Pierson said on September 20th that after the incident took place on September 19th, she ordered enhanced officer patrols and surveillance along the north fence of the White House. The man who tried to enter the presidential residence was Omar Gonzalez and he was armed with a knife. President Barak Obama was not in the White House at the time.
The president of Gazprom Neft has said in a TV interview that his company’s oil will be sold for the ruble and in the Asian market for the Chinese yuan.Andrey [?Aleksandr] Dyukov said, in his interview with the Russia24 TV channel on September 20th, that his company started to sell oil from the Novoportovskaya field for the ruble and in the Asian market for the yuan. Dyukov also said that additional agreements had been concluded so Gazprom would start selling its oil products for the European currency at any time.

[Presenter] Myrat Gurban, there are commentaries on this article. For example, a reader called Satlyk, from Ukraine, wrote: "let them impose more bans, we have survived until now, we will remove the tint from car windows as well. But when will the people wake up? Maybe when cars are banned and we will have to go to work on donkeys." He ended his commentary with ellipsis put following the words: "There are many people like me bearing a grudge."
What other opinions of people could you quote on banning tinted car windows and other banning?
[Myrat Gurban] Official reports have said that tinted car windows can cause traffic accidents and that was the reason for banning them. But many drivers do not agree with this excuse. They say that recently, a cash transit van was attacked in the capital in a criminal act. According to them, after the crime, a decision was adopted to ban tinted car windows. They see the ban as meant to fight crime. Of course, it is impossible to officially prove this claim, but the fact is that the ban on tinted car windows was introduced following the crime.
[Presenter] Myrat, this problem had existed before the crime, because the issue of tinted car windows had frequently been raised. How did the drivers register their protest on this issue? Can they express their opinions via the media? Since there are opinions that tinting of car windows helps keep cool in hot weather conditions in Turkmenistan.
[Myrat Gurban] No, They cannot express their opinions either in the official or other media. They can discuss the problem during chats or when you get in a taxi. They don't like the ban. Tinting car windows actually helps protect against direct sunlight in our hot country. The introduction of such bans leads to discontent among people. Yowsan aga, you are right, that such bans on tinted car windows had been introduced several times before, but after a while, the tinting of car windows would be allowed again, or those who introduced the ban would turn a blind eye.
[Presenter] Myrat, here's another question: Is the ban being enforced equally for all? Are the senior officials also removing the tint from car windows?
[Myrat Gurban] No, it is largely senior officials who have tinted windows in their cars. The degree of the tint in them is higher than the officially allowed 50 per cent. Despite this, it has not been removed from these and other state-owned cars. Mainly private cars with tinted windows are being targeted. This situation is creating discontent among people. People say this is not fair. One can still see private cars with tinted windows, but they survived because of their connections.

[Osman Halliyew] Thank you.
[Presenter] Osman, what kind of preparations are being made in Turkmenabat for the Elders’ Council meeting? Is there any difference between the current preparations and those made for the previous Council meetings?
[Osman Halliyew] The preparations are wider in scale this year. The main streets in Turkemnabat are under reconstruction and getting upgrades. Even the street curbs are being replaced with foreign-made marble ones. I saw them being delivered in big containers. Turkmenabat is getting a facelift now.
[Presenter] It means that thanks to the Council meeting, the town is becoming more beautiful.
[Osman Halliyew] Yes, the town is becoming more beautiful, it is changing, many street lights have been replaced with new ones. Anyone who saw the town six months ago could hardly recognize it now, because the streets have changed greatly. Several new facilities are to be commissioned in the lead-up to the Elders’ Council meeting, the finishing touches are being put to the areas around them. A new market has been built in Serdarabat District. People say that it will be commissioned in the run-up to the Elders’ Council meeting. This is the work being carried out now.
[Presenter] Of course, Osman, upgrading the streets, construction of new facilities – all these are very good deeds, but do you have any information on what residents of Turkmenabat, Lebap are thinking about the Elder’s Council meeting and their expectations with respect to improvements in their living standards?
[Osman Halliyew] People are discussing it. But some do not even know that the Elders’ Council now only has advisory status and they expect good changes following the council. [Words indistinct] a 60-year-old man says that good changes will take place after the council. This is what the people are hoping for. A good wish is a job half done [Central Asian saying]. But there are people who think that the Council meeting will pass as before - in a traditionally festive mood - but no good changes will follow in the life of our country. There are various opinions among people. One elderly person said jokingly that they agree to host an Elders’ Council meeting in Lebap every year if such changes and upgrades take place in their town.

[Female voice] The central village of the Rahat peasants’ association in Yoloten District. Thank God, gas provision is good, we have gas in every home, we have no complaints, but the roads are not being repaired, no reconstruction work in our village is being done. Even we pay for arranging our village.
[Second female voice] It is very difficult for me to earn money to buy flour. The situation is the same with bread. There are many people who suffer from the lack of flour and bread. We eat even dried bread when we find some. What shall we do? Today everything is provided for those who have money because they are able to afford everything they want. Ordinary people cannot afford them.
[Third female voice] We, people living in two streets, suffer from the lack of water. Our gardens are drying out. We had to hack our apricot and grape trees.This is a very serious problem for our two streets. We asked the peasants’ association and people in the village to help us, but nobody is dealing with our problem.

[Presenter] Amanmyrat, can you share what you think about this? Is it really good news for settling housing issues in Turkmenistan?
[Amanmyrat Bugayew] I would like to welcome this legal act intended to improve housing, because the law on privatization of private properties that is in force has been ineffective for eight or nine months. Maybe this Property Exchange will help implement the law. I expect [word indistinct] from the creation of this Property Exchange.
[Presenter] Amanmyrat, given practices in the country, some people, some residents are expressing concern that this Property Exchange, like the former one, will create a monopoly on housing sales. What do people think about the opening of the Property Exchange? Will it create opportunities to improve the situation with regard to privatization and sale of private housing or create additional obstacles?
[Amanmyrat Bugayew] There are people who believe that the setting-up of the Property Exchange will become a starting point for creating a monopoly on house sales. These opinions are well-grounded. The Turkmenbaha evaluation company has been working for the last two years. Unless this company approves the price of a piece of housing, then no public notary will confirm the purchase and sale contract. The price determined by Turkmenbaha includes the seller’s price and the tax to be channelled into the state budget [word indistinct]. This practice, which has existed for the last two years, gives people a reason not to believe in an institution that has not even started work yet.
[Presenter] Amanmyrat, you say good resolutions are being adopted, you even supported the creation of the Property Exchange. Please share your opinion: What should be done in the media for such resolutions to be properly implemented?
[Amanmyrat Bugayew] First of all, the media must publish fair, rather than beautiful, reports on how these laws are being implemented. Breaches of the laws should be revealed with specific addresses, and all opportunities should be created to get outspoken media reports out, this is the first thing. Secondly, the Turkmen parliament approves and the president signs laws, but many years of experience shows that their implementation is not given proper coverage. It is necessary to show to the people, citizens all violations. Only in this way is it possible to eliminate the shortcomings. It is impossible to solve the problem by sacking or reprimanding an official from an institution.

May God help my fellow countrymen in Turkey who are living away from their children. Can it be true that the Turkmen president does not see or know about this parting? Dear listeners, what are the reasons that push Turkmen labour migrants in Turkey to live away from their children? What impact does separation make on them? Let’s listen to Gulnara, a Turkmen labour migrant who works in Istanbul now. Gulnara, you work in Istanbul, but what made you leave your child behind to go to work abroad? Could you talk about this?
[Gulnara] I came here to work, because I have no job in Turkmenistan. I have one child, a son.
[presenter] How old is your son?
[Gulnara] When I left him he was three years old. Soon he will turn six.
[Presenter] Who looks after your child in Turkmenistan?
[Gulnara] My mother and father look after my child. My father is ill. It is very difficult to work here.
[Presenter] What is more difficult - your working conditions or your separation from your child?
[Gulnara] Separation from my child is very hard for me, and the working conditions are also difficult. It is very difficult to work in a foreign country, even though we have everything. We suffer from being away from our children and our motherland. All we wish is to have a job in our country and to be close to our children, but there are jobs in our country. I have many friends here who, like me, left the motherland and their children behind in order to work. We sometimes talk to each other by the phone, we cry. It would be very good if we had a job, if everything was OK in our country. Then, we would work and be together with our children. In order to get a job in Turkmenistan we should pay a bribe of 3,000-4,000 dollars. After a while, you'll lose your job, because there are no guarantees that after you paid a bribe, you will be able to work.
[Presenter] Gulnara, the title of today’s programme is “The grief of leaving a child behind to earn a living”. What about your separation? What plans do you have for the future? Will you continue to live away from your child and continue your work?
[Gulnara] How can I not continue to work? I came here to earn money to buy a house, but housing prices are going up. We wish houses were built in our country and sold to us at affordable prices. Everyone who comes here has no home or money, which is why they should work here. Recently one person died. Some people come from our country to earn money die here. I don't know what to say.

Nurjemal, could you share your views about the impact of leaving to earn a living abroad on families, citizens working abroad and the whole of society.
[Nurjemal] Don't add salt to my injury. I am often angry at myself. I've been here for five years. I wish to be with my children and share bread with them, because I am a mother.
[Presenter] Do you think your absence affects the development and psychology of your children?
[Nurjemal] Surely, it does. Children wake up in the morning without their mother; every child would like to be with his mother. Try to understand us, every day over the last five years, I have watched the sunrise with tears in my eyes. I wish to meet my children. I try to calm myself with the thought that my family is not destroyed. But in fact my family has already been destroyed. We try to calm ourselves down. I am a woman who worked at a public-funded institution. We would not get our salaries for three to four months. If I go to my country, then I will not be able to return here, which is why I am afraid of going home. There are thousands of women like me here, ask any of them, they will say that they can not go home, because they should work and earn money in order to provide for their families.
Recently a young woman come here; she had left her 22-day-old child with her parents. Many women work here. If people use tears to cry, we use blood to cry. My heart is breaking. That is why our nation is ill. We all have our families to provide for. We break down in distress, not because of lack of food. We were nervous, our children were nervous. My daughter goes to school, her teacher says that all parents should come to a meeting at the school, but the parents of most of the pupils are abroad. They cannot return to the country, because they need to earn a living to provide their families with money. Every women has at least five dependants. Things must be right in every country; if they cannot be right, then it heads for destruction.

A hoji aka who introduced himself as Shokir hoji lives in a neighborhood between the Uvomboyi and Mirzaolim communities on the suburbs of the town.
We asked Shokir hoji: “How many people from your neighbourhood went on a hajj pilgrimage last year?”
“About 15 to 20 people.
No-one is going on a hajj trip this year.
Radio Liberty: What could the reason be: because they don’t have the money, or feel mournful [about the June violence] or because, though they could both afford it and overcome their feelings of sorrow, they are too ashamed to go on hajj when others are still mournful?
You can’t answer it for every person - they could have their own reasons.
Those who can afford it and who have even been put on the list [of people going on pilgrimage] have had their homes - and in them their money - burnt down, their livestock or cars meant for sale stolen - no-one has even searched for them.
Losing your assets means having no money, and even if they have managed to keep their money, they need others to see them off for hajj, or greet them back.
Who would see them off or greet them back amid this destruction?
Neither material nor moral conditions are right,” says Shokir hoji.
Solijon hoji aka lives in a neighborhood close to the Shahidtepa mosque.
Radio Liberty: Has anyone gone on hajj from your neighborhood this year?
“I know everyone living in the Shahidtepa area, not even one has done so.
Radio Liberty:
“Last year 20 or 30 people did.
I know that because we visited and congratulated those who had returned from a hajj pilgrimage.
Last year huge numbers did hajj,” says Solijoin aka, from Shahidtepa.
Solijon hoji aka is a relative of one of the hajj leaders who have arranged pilgrimage trips for several years.
We asked him if his relative had acted as a hajj leader this year as well.
“No, he was kept away from the job.
Not a single Uzbek was hired.
Radio Liberty: Who kept him away?
The religious oversight authority,” says Solijon hoji aka.
This year Rahmatullo hoji, Khalil hoji, Sodiqjon hoji, Ahmadjon hoji and other ethnic Uzbek hojis were all “kept away”, as Solijon aka puts it.
Currently, these hajj leaders are living outside Kyrgyzstan.
We also put questions to Manzurakhon opa from Cheryomushka.
Radio Liberty: How many Uzbeks from your neighborhood have gone on hajj?
“No-one has gone on hajj from Cheryomushka,” said Manzuraxon opa.
But we learnt that there were people in some neighborhoods who did.
Ismoiljon hoji aka from Majrimtol.
Radio Liberty: How many people have gone on pilgrimage this year from Majrimtol?
“As far as I know, four people.
Two of them are mother and daughter, from the Mamajonovs family.
A sister has taken her mother on pilgrimage.
Radio Liberty: What about the other two?
“The other two are from a different part of our neighborhood, namely the Oqqor locality.
I don’t know their names,” says Ismoiljon hoji aka, from Majrimtol.
We tried to put the questions that arose after our interviews with Osh people to Chubaq hoji Jalilov, Kyrgyzstan’s mufti.
But we could only ask him some.
Here they are.
Radio Liberty: How is this year’s hajj season going?
We would like to learn about that.
“It would be good if you asked the state commission about this.
Because it falls within the remit of the state commission on religious affairs.
Radio Liberty: Aren’t you dealing with this?
“No, the mufti’s office has not dealt with it.
We only resolve religious issues in Arofat and Mino [two pilgrimage sites in Saudi Arabia].
Transport and visa issues are the state commission’s responsibility.
Radio Liberty: But at least, you should probably know how many people have gone on hajj.
“The official figure is 4,680.
Kyrgyzstan’s ambassador to Saudi Arabia says 5,140 visas have been issued for us.
You should get the exact information from the state commission.
Radio Liberty: There was a scandal in Osh over claims that 41 people were unable to get visas for hajj pilgrimage.
Do you know what its outcome was?
“The 41 people have not yet been able to go.
They say they have not got their visas yet.
They say they’ve even gone to Astana [Kazakh capital], but still got no visas.
They are now writing a letter to the mufti’s office, the state commission, the president and the governor,” says Kyrgyzstan’s mufti Chubaq hoji Jalilov.
As you heard, because of his statement that his office does not deal with pilgrimage arrangements, we couldn’t ask Mr Mufti our most important questions.
We weren’t able to contact the state agency for religious affairs either.
But a statement issued on 1 November by Baqit Nurdinov, head of the Congress of Kyrgyzstani and Central Asian Muslims, might have given a partial answer to our queries.
In the statement, published on the 24.kg website, Nuridinov says that the 41 Osh people have been prevented from going on hajj by the state agency for religious affairs on the pretext that it had run out of quota for pilgrims.
According to Nuridinov, “most of the quota places have been sold to Chinese, Turks and Takistanis for a fortune”.
The 24.kg website also published the following information from the hajj leader for Osh town: “There were 400 vacant places in Osh Region; 250 in Jalolobod Region; 150 in Botken Region; and 800 in the northern Chuy Region.
That means so many people might have gone on hajj, but no-one applied.

Translation - English In Tajikistan, men with two wives have been prosecuted.
Mastura, a 34-year-old woman from Bokhtar District, says that four years ago, she wed a married man with the consent of her parents.
Because she was her husband’s second wife, their marriage was not officially registered.
With her two children, Mastura rents a flat.
According to her, her husband stopped providing for their family a long time ago.
What is more, he even talked of annulling the Islamic marriage.
His decision was prompted by his appointment to a senior position at a government department.
The man, who valued his office more than his family and children, understands well that under Tajik laws, having two or more wives is a criminal offense.
“Following my husband’s decision, my health deteriorated and I ended up in hospital.
“I had my gallbladder removed.
I did not know where to go with my little kids.
I have never complained to any authority in the hope that he might reconsider his decision.
But he has been ignoring us for months, influenced by his first wife.
You live once.
I want a good life with my kids, too,” says Mastura with resentment.
The woman added that father’s role in children’s upbringing was crucial, and that she could face a lot of difficulties feeding her family in the future.
But because her marriage was not officially registered, she is totally at a loss as to how to demand her children’s and her own rights.
Mastura is not an individual case in Tajik society of a woman getting married to a man as a second wife.
In Tajikistan, there is said to be quite a large number of women married to men with other families.
Specifically, polygamy is nothing new in Khatlon Region, say its women.
The existing Tajik laws make it a criminal offense for men to marry two or more wives.
Abdurahmon Buzmakov, head of the police department for Khatlon Region, says that since the beginning of this year, 45 men have been prosecuted on charges of polygamy.
“Polygamous men are usually revealed and taken to court after their wives complain to this or that authority about household conflicts between the wives.
The 45 cases reported in the first nine months of this year is a case in point,” says the Khatlon Region police official, Buzmakov.
The majority of them were relatively well-off men from Qorghontepa, Jaloliddin Rumiy, Shahritus and Qabodiyon who had returned from work trips in Russia.
Yusuf Yusufzoda, deputy prosecutor for Khatlon Region, tells a Radio Liberty correspondent, however, that in his area, a criminal investigation has only been launched into 11 men suspected of polygamy.
“This offense falls under the category of less severe crimes.
All the 11 polygamy cases were opened based on a complaint by one of their wives,” said Prosecutor Yusufzoda.
Muhabbat Azizova, chairperson of the local court, says polygamy-related issues are becoming the order of the day.
“There are quite a few such cases.
But so far, no complaint has been filed about an office-holder with two or more wives.
In the meantime, a motion has been tabled in parliament to remove the section on polygamy from the Criminal Code.
If passed, courts would stop getting such complaints,” says Ms Azizova, head of the Khatlon Region court.
Meanwhile, Azimjon Vahhobov, an Islamic Rebirth Party of Tajikistan official, says in a comment that it would serve a good purpose if the legal ban in question were revoked to prevent immoral behavior in society.
Independent analysts reckon that polygamy is prevalent across the country, particularly in Khatlon Region, largely because
thousands of women were widowed and children orphaned by Tajikistan’s civil war (1992-1997 - the editor).
There are actually reports saying Khatlon suffered the most from the civil war.
“Another reason is that Tajikistani women have outnumbered men several-fold because the majority of men leaving for studies or work abroad are not returning,” says Latofat Choriyeva, an analyst on gender issues.
According to the latest data from Tajikistan’s state statistics committee, the republic has a population of seven million, nearly 60 per cent of them women.

Judge Ikromjon Abdulhafizov, who presided over the trial in Khatlon Region Court, found the defendants guilty of membership of Tabligh Jamaat.
The court ruling, announced on 18 May, sentenced 17 of the 36 convicted Tabligh members to prison terms ranging from 5 to 6.5 years.
Fifteen of the 19 Tabligh members who had been on bail before the trial, each got 3 years in jail and were arrested immediately at the courtroom.
Only 4 of the 36 Tajik citizens in the dock got suspended sentences and freed.
Faridun Boboyev, an 18-year-old who was still underage at the time of arrest, and the other three were each ordered to pay a fine of 570 and 5,700 US dollars respectively, and released.
The case of this particular group had been tried in closed sessions since December 2009, when it started at Qorghonteppa town's detention centre.
Even on the day when the verdict was announced, relatives and journalists were not allowed into the court room.
The public prosecutor said he was satisfied with the ruling and would not seek a review.
In an interview with Radio Liberty's Tajik Service, Sayvali Navruzov, lawyer for 12 of the defendants, however, complained that the court ruling was unjust.
"During the trial, the prosecutor claimed that the defendants had received special extremist training in Islamic countries and now posed a security threat to the state.
But he couldn't produce any evidence to back his claim. No witnesses were called to the court trial from India, Iran and Pakistan.
All charges were based on conjecture," says lawyer Sayvali Navruzov.
Because of this the lawyer said he would submit a request to Tajikistan's Supreme Court to review the ruling by the court, which he said failed to fully prove the guilt of his clients.
Ibrohim Boyev, a relative of Nosir Rahimov, a defendant sentenced to 6.5 years of imprisonment, said that, since Rahimov had confessed to the charges at the trial, he had hoped the court would hand down a lighter sentence on him, but that the opposite happened.
"When we met him while in custody, Nosir said he was unaware he was a member of a banned organization.
He said he regretted it and was prepared to pay a fine.
We were confident that he would be freed at the courtroom.
Nosir is 35 and was the sole breadwinner for his family," says Ibrohim.
Ashurov, lawyer for Nosirov, too, disagreed with the court ruling, but said he was not planning to appeal.
"When I talked to Nosir, he said he did not believe that the court ruling would be changed.
That is why I don't want to be hopeful and waste my time.
Surprisingly, not a single real witness who proved that he had undergone such training in a foreign country, came forward at the trial.
The defendants testified against one another," says lawyer Ashurov.

"Of those 500-plus patients whose blood was examined, we have sent blood samples from about 166 with suspected swine flu to the UK national reference laboratory.
We have not received the results yet.
But the patients with suspected swine flu have not been isolated from the public.
Because they are getting treatment, under medical observation," said the deputy minister, Mirzoyev.
According to the health ministry official, no human case of swine flu has so far been officially recorded in Tajistan.
A day earlier, the US embassy in Dushanbe published a report on its website saying that two people in Tajikistan had contracted swine flu.
The US embassy issued a warning for Americans visiting Tajikistan and those planning to travel to the country, saying that in the event of an outbreak of the H1N1 virus, "the government may ban entry to the country and exit from it, impose a quarantine and enforce isolation measures".
The Tajik official, Azam Mirzoyev, did not rule out the possibility of an outbreak of swine flu, either.
"But," says the official, "Tajikistan has no vaccine for this virus yet."
According to the deputy minister, the vaccine will be brought to Tajikistan next January or February.
The majority of Tajikistanis who commented on the subject said they were getting their news about swine flu and its consequences only from Russian TV channels and newspapers.
Worried about the spread of H1N1 in neighbouring countries, namely Kyrgyzstan and Afghanistan, Tajikistanis said they were concerned that swine flu might reach, or might have already reached, their country, too.

Warning: What comes below is just a piece of advice and is not instructions that give you a 100-percent solution to your faulty USB stick.
I'm just offering my own experience fixing a USB stick.
Another warning: The methods below all involve core formatting so they delete the data kept in the USB memory stick completely.
For this reason, we recommend this method only if other methods prove useless.
If your USB stick still has warranty coverage, you are advised to take it to a repair shop or the store [you bought it from].
So if it does not show disk or file system information or USB stick capacity when you plug the USB stick in, not everything is lost yet.
This fault may have been caused when you abruptly take out the USB stick when you're copying files into it, or caused by a formatting problem.
If any of these happened, chances are, your USB stick will be identified as an unknown device with an unknown storage capacity or file system.
There might be two reasons: 1) The microchip controller is broken.
Then, you can't do anything without a soldering tool.
2) The file system is broken.
If this is the case, it can be restored.
First, you need to go to the manufacturer's website.
It may offer a utility designed to fix this sort of problem.

A few words about my team
I also lead a team of language professionals who normally work individually but come together for large projects (please note that we are not an agency - more like a circle of friends who help one another out when needed).
All members of my team are highly-educated - some US-schooled - linguists with years of solid background in the news media industry. Some have part-time jobs as translators, proofreaders and journalists, working for the same employer, a leading UK translation company. Teamwork is a big part of our daily work and we have no problem taking over one another's tasks when a team member falls sick or is otherwise incapable of delivering an assigned piece of work.
